DATE: SEPTEMBER 29, 2026
DEPARTMENT: PUBLIC WORKS
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: ADRIANA ROBLES, PE, CFM, CITY ENGINEER JONATHAN HERNANDEZ, ASSISTANT ENGINEER TITLE: AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL SERVICES WITH BKF (FORMERLY MNS ENGINEERS INC.) RECOMMENDED MOTION:

A motion to approve a Resolution authorizing the City Manager to execute Amendment No. 1 to the Agreement for Professional Services with BKF (formerly MNS Engineers Inc) for construction management services of the Boronda Road Congestion Relief Project-Phase 1 to increase the total compensation amount by $306,900 for a maximum compensation amount not to exceed $2,136,148.

EXECUTIVE SUMMARY:

On May 7, 2024, the Salinas City Council authorized a Professional Services Agreement with MNS Engineers, Inc. (MNS) for the construction management of the Boronda Road Congestion Relief Project, Phase 1 in an amount not to exceed $1,829,248. In early 2026, BKF Engineers and MNS Engineers merged to become BKF. Due to extended construction timeline, BKF requested additional compensation in the amount of $306,900 to cover the extra costs. Amendment No. 1 will increase the contract cap by that amount to a maximum of $2,136,148.

BACKGROUND:

Phase 1 of the Boronda Road Congestion Relief Project began construction on November 12, 2024, the scope of work includes the construction of a roundabout at Boronda Road and McKinnon Street, widening of East Boronda Road from east of Dartmouth Way to west of El Dorado Drive from two lanes to four lanes, relocation of existing agricultural ditches, construction of stormwater treatment facilities and bioretention facilities to mitigate runoff from the improvements, installation of buffered bike lanes and shared used paths, installation of flashing beacon systems, construction of bus pullouts, street lighting, sidewalks, ADA-compliant curb ramps, installation of storm drain lines, sanitary sewer mainlines, street signs, striping and landscaping.

On May 7, 2024, the Council authorized an Agreement with MNS for construction management in an amount not to exceed $1,829,248. MNS has been responsible for construction management as well as construction inspections, labor compliance, environmental and biological monitoring services, materials and field-testing services and public outreach.

On March 31, 2026, BKF Engineers and MNS Engineers merged to become BKF.

The project encountered a 114-day suspension due to a delayed start and weather conditions, along with a 43-day extension via multiple change orders and 37 additional non-working days. Although originally scheduled for a 13-month construction window, these disruptions extended the estimated construction timeline to 19 months for substantial completion. As a result, BKF requested a contract increase to cover the extra costs of this extended schedule. As the project nears completion, staff recommends Council approve a Resolution increasing the contract by $306,900 to finalize the work.
