BY: ADRIANA ROBLES, PE, CFM, CITY ENGINEER JONATHAN HERNANDEZ, ASSISTANT ENGINEER TITLE: PROJECT ACCEPTANCE OF THE CLOSED CIRCUIT TELEVISION (CCTV) OF SANITARY SEWER PROJECT RECOMMENDED MOTION:

A motion to approve a Resolution accepting the Closed Circuit Television (CCTV) of Sanitary Sewer Project for maintenance and responsibility.

EXECUTIVE SUMMARY:

On December 5, 2023, the City of Salinas awarded a contract to National Plant Services, Inc. in the amount of $547,512.02 for the CCTV of Sanitary Sewer Project. The work included the cleaning of sanitary sewer pipelines, and manhole and sewer line CCTV inspections. The project began on May 28, 2024, and was completed within contract time and budget on June 16, 2025.

BACKGROUND:

On March 11, 2021, President Biden signed the American Rescue Plan Act (ARPA) providing local agencies, including the City of Salinas, with funding to respond to the COVID-19 pandemic and support economic recovery. On September 14, 2021, City Council approved a plan to allocate these funds across four government service areas: Public Facilities, Public Infrastructure, Investments in Water and Sewer, and Homelessness. Based on these guidelines, staff determined that CCTV of Sanitary Sewer Project qualified for ARPA funding under the “Investments in Water and Sewer” category.

The City utilizes CCTV for pipeline video inspection to evaluate and assess the condition of underground pipelines. Video inspections aid in determining the condition of an existing pipeline, allowing staff to better define the scope, scale, and cost of repairs and/or rehabilitation work needed.

The City contracted Wallace Group using its Master Service Agreement for Professional Services for the preparation of specifications and bid documents, monitoring and review of sewer video inspections. On November 7, 2023, the City received four (4) bids through an electronic competitive bidding process, National Plant Services, Inc. (NPS) being the lowest bidder. On December 5, 2023, the Salinas City Council awarded a contract to NPS for the CCTV of Sanitary Sewer Project in the amount of $547,512.02 through Resolution No. 22861. The scope of work included the cleaning of sewer lines, management and disposal of debris removed from sewers, sewer line and manhole CCTV inspections, traffic control, and development of GIS report based on predetermined reporting standards.

A total of 240 working days were estimated for the work. During the project, one (1) contract change order was issued granting an additional working day, for a total of 241 working days. The project began on May 28, 2024, and was deemed completed on June 16, 2025, within contract time and budget.
