EXECUTIVE SUMMARY:
St Francis Electric, LLC has been working with City staff to address and repair streetlight wire theft throughout the City. The contractor has completed Phases 1 and 2 of the repair work and has provided a proposal for Phases 3 and 4. On August 11, 2026, the City Council approved additional funding to support the continued repair efforts. Staff recommends that the City Council authorize the City Manager to execute Amendment No. 4 to the existing agreement with St. Francis Electric, LLC, extending the term through December 2027 and increasing the annual compensation to $742,595. Approval of the amendment will allow the City to proceed with Phases 3 and 4 of the streetlight wire theft repairs.
BACKGROUND:
In October 2023, the City issued a Request for Qualifications (RFQ) on PlanetBids for On-Call Streetlight Maintenance contractors. The City received two complete responses. Following evaluation, Bear Electrical Solutions, LLC and St. Francis Electric, LLC were both selected.
On December 5, 2023, the Salinas City Council awarded the On-Call Streetlight Maintenance Master Service Agreements to both Bear Electrical Solutions, LLC and St Francis Electric, LLC for a term of two-years with an annual not-to-exceed amount of $50,000 per contractor pursuant to Resolution 22850.
Due to increased demand for on-call streetlight maintenance services, the Public Works Department requested City Council for Approval of Amendment No. 1 to increase each agreement’s annual not-to-exceed amount to $100,000 per contractor. The request was approved by City Council under Resolution 23117.
In mid-2025, the City observed a growing number of streetlight outage reports. Upon investigation, staff determined that the streetlight wire was being cut and stolen. The Public Works Department requested quotes from both Bear Electrical Solutions, LLC and St Francis electric, LLC to replace the stolen wiring. Based on the submitted proposals and contractor availability, Amendment No. 2 was executed, increasing St. Francis electric’s overall not-to exceed amount to $250,000.
While Phase 1 of the streetlight wire replacement was being scheduled, additional streetlight wire theft occurred, impacting new locations. St. Francis Electric, LLC submitted a proposal for Phase 2 wire replacement in the amount of $136,595. City Council approved Amendment No. 3, increasing the agreement’s annual not-to-exceed amount to $386,595.
