TITLE: ACCEPTANCE OF THE SHERWOOD RECREATION CENTER BUILDING IMPROVEMENT, CIP NO. 9535 RECOMMENDED MOTION:

A motion to approve a resolution accepting the Sherwood Recreation Center Building Improvement, CIP No. 9535, for maintenance and responsibility.

EXECUTIVE SUMMARY:

On December 9, 2025, City Council awarded a $2,230,401 contract to Precision Construction Services for the Sherwood Recreation Center Building Improvement, CIP 9535. Construction began on February 9, 2026. Precision Construction completed the project for a total amount of $2,979,836.48, including thirty-four (34) change orders. As of September 18, 2026, the project has been completed as described within the scope of work and change orders.

BACKGROUND:

The Old Municipal Swimming Pool Building, located at 940 N. Main Street, was built in 1949. In 2009, after completion of the New Aquatic Center, the old swimming pool was drained, and the building was not utilized. In 2016, City Council approved the initial renovation work for the building in connection with the plan of converting the building into a multi-use recreational facility. The work was done in phases to accommodate funding availability. Phase I - III were completed on May 11, 2021. The Sherwood Recreation Center Phase IV project is a continuation of this renovation effort.

The City of Salinas receives and administers annual entitlement Community Development Block Grant (CDBG) funds from the United States Department of Housing and Urban Development (HUD). These funds are allocated to address community needs identified in the City’s 2020–2024 Consolidated Plan (the “Plan”). Sherwood Recreation Center was identified in this Plan as a priority capital improvement project aimed at enhancing recreational opportunities and community well-being. The Project is fully funded through HUD CDBG funds, as previously authorized by City Council through the HUD FY 2021-22, 2022-23, 2023-24, and 2024-25 Annual Action Plans and associated Substantial Amendments.

On July 20, 2023, the City’s Community Development Department approved proposals related to Sherwood Recreation Center Phase IV, and CSG Consultants, Inc. initiated service provision under an executed agreement. City staff submitted the Request for Release of Funds and Certification to HUD on January 30, 2025, in compliance with federal NEPA environmental review and grant administration requirements. Subsequently, on March 7, 2025, HUD issued the Authority to Use Grant Funds, officially authorizing the City to proceed with construction-related activities.

The City Engineer approved the project plans and specifications and authorized the call to bids for this project with bid submittal date of October 14, 2025.

On December 9, 2025, City Council, pursuant to Resolution No. 23382, awarded a $2,230,401 contract to Precision Construction Services for the Sherwood Recreation Center Building Improvement, CIP 9535, and approved a construction contingency amount of $450,000.

City Council, pursuant to Resolutions 2026-093, 2026-133, and 2026-155, increased the approved contingency amount to a total of $750,000.

A total of thirty-four (34) change orders were issued for the project with a total of $749,435.48. Table 1 provides a breakdown of all the project change orders.

The Sherwood Rec Center will provide a variety of sports and wellness programming for various ages. The building was designed to allow the Recreation-Park Division to expand basketball and volleyball programming that currently exists in the City’s only gymnasium at the Recreation Center on Lincoln. In addition to sports activities, the facility can host exercise classes for adults and seniors, allow for small meetings and gatherings and host open gym opportunities throughout the week. Existing full-time recreation staff will supervise and coordinate the programming and services once the facility is open.

As construction was nearing completion it was decided to update the Salinas Community Center sign on Main Street. Public Works and Library and Community Services are actively discussing potential designs for the sign. We are planning to bring options to the Council for consideration in January 2027.
