DATE: OCTOBER 13, 2026
DEPARTMENT: PUBLIC WORKS DEPARTMENT
FROM: DAVID JACOBS, L.S., P.E., PUBLIC WORKS DIRECTOR BY: JONATHAN ESTEBAN, ASSOCIATE ENGINEER
ADRIANA ROBLES, P.E., C.F.M., CITY ENGINEER
TITLE: REJECTION OF BIDS FOR THE HAZARDOUS MATERIALS ABATEMENT AT THE FORMER POLICE DEPARTMENT BUILDING, CIP 9612.03 RECOMMENDED MOTION:

It is recommended that City Council approve a resolution rejecting all bids for the Hazardous Materials Abatement at the Former Police Department Building, CIP 9612.03.

EXECUTIVE SUMMARY:

On August 4, 2026, the City received two bids for the Hazardous Materials Abatement at the Former Police Department Building, CIP 9612.03. The two bidders are Coastwide Environmental Tech, Inc. and Disaster Kleenup Specialists, with a total base bid of $547,354 and $3,775,436.57 respectively. Staff recommend rejecting all bids for the Hazardous Materials Abatement at the Former Police Department Building, CIP 9612.

BACKGROUND:

The former Police Department building, located at 222 Lincoln Avenue, has been vacant since 2019, when the Police Department moved to their current location at 312 East Alisal Street. The approximately 21,000 square foot single story building has a 2,800 square foot basement.

On July 6, 2026, the City Engineer approved the project specifications and authorized the call for bids with a bid date of August 4, 2026.

On August 4, 2026, The City received two bids for the Hazardous Materials Abatement at the Former Police Department Building, CIP 9612.03. Bids were opened through Zoom, with the results shown in Table 1 and Bid Tabulation attached to this report.

Table 1. Bid Results
Rank
Contractor
Total Base Bid
1 Coastwide Environmental Tech, Inc.
$547,354.00
2 Disaster Kleenup Specialists
$3,775,436.57
Engineer’s Estimate
$530,000
Based on provisions of the Project Specifications, “The basis of award shall be the lowest total bid, as noted in the Proposal. The City further reserves the right to award or reject the Base Bid or any item(s) within, depending on available funding.” The lowest bid is higher than the engineer’s estimate. Disaster Kleenup Specialists and Coastwide Environmental Tech, Inc. also failed to provide documentation required at the bid opening and as part of the 5-day documents.

The “Notice to Bidders” informed the bidders that the City reserves the right to reject any and all Proposals and waive any irregularities to any Proposals received.

In order to proceed with the demolition of the former Police Department building, it is essential that hazardous materials abatement be completed. To ensure compliance and streamline the process, staff will incorporate the abatement scope of work into the overall demolishment project.

Therefore, as listed in the Resolution, staff recommend rejection of the bids because both bidders failed to provide complete documentation as part of the bid and the 5-day documents, therefore disqualifying both bidders.
