2. Receive presentation by the Marin County Flood Control District of the status of the San Anselmo Flood Risk Reduction project. The SAFRR project Environmental lmpact Report (ElR) was certified in 2018 with the Marin County Flood Control District as the CEQA lead agency. Receiving this presentation related to SAFRR is not considered a “project” under the California Environmental Quality Act (CEQA), because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. 3. Introduce an Ordinance Amending the Town’s Single-Use Foodware Regulations and Approve an Agreement with the County for Enforcement of those Regulations. Adoption of the Ordinance and approval of the agreement with the County are exempt from the California Environmental Quality Act (CEQA) under section 15061(b)(3) of the State CEQA Guidelines, because it can be seen with certainty that amending and enforcing the Town’s single-use foodware ordinance would not have the potential for causing a significant effect on the environment. In addition, the Ordinance and agreement are exempt from the requirements of CEQA pursuant to CEQA Guidelines sections 15307 and 15308 as actions by a regulatory agency taken to protect the environment and natural resources.
