4 3.1 Consider the Implementation of the Town of San Anselmo Prescribed Grazing Program. The Town finds the prescribed and targeted grazing program (Program) to be categorically exempt from the requirement for the preparation of environmental documents under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15304, Class 4, for minor alterations to land, and Section 15301, Class 1, for Existing Facilities.

3.2 Resilience Hub Feasibility Study Presentation. The Council’s discussion of this item is not a “project” under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment (Cal. Pub. Res. Code § 21065).

3.3 Consider the appointment of (3) three applicants to the Economic Development Committee.

The proposed decision is exempt from the California Environmental Quality Act (CEQA), under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant negative effect on the environment.
