2 1.6 Adopt a Proclamation to Welcome and Recognize Youth Commissioners for the Current FY 2023/24

2. Council Business Items:

2.1 For Council to Discuss Title 4, Chapter 13, Private Tree Ordinance. Discussing the Town’s tree ordinance is not a “project” under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).

2.2 Presentation of the Downtown Parking Study and Consideration of Recommendations. The Town finds this project (changes to parking time limits and installation of paid parking) to be categorically exempt from the requirement for the preparation of environmental documents under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 Class 1, because it involves maintenance of existing streets (striping and signage), will not create additional automobile lanes and involves negligible or no expansion of use.

2.3 Consideration of Consultant Contact for the Downtown San Anselmo Active Transportation Safety Study. This safety study project is exempt from the California Environmental Quality Act (CEQA) under a Class 6 categorical exemption, because the scope of work consists of data gathering, analysis and preparation of a study and recommendations for future projects.
