2. Council Business Items:
2.1 Recognizing the Service of Outgoing Mayor Steve Burdo. This item is not considered a project under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).
2.2 Reorganization of Town Council: Elect Mayor and Vice-Mayor to one-year terms. Discussing the Town Council reorganization is not considered a project under the California Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal.
Pub. Res. Code § 21065).
2.3 Consider Appointments to Historical Commission, Bicycle and Pedestrian Advisory Committee, Climate Action Commission, Economic Development Committee, and Open Space Committee. 2.5 Adopt a Resolution Approving the 6
th Cycle Housing Element (2023-2031) and Amendments
to the Land Use Element Related to California Government Code Section 65583.2(c)(3)(B) (iii). An Initial Study/Mitigated Negative Declaration related to the Housing Element was prepared pursuant to the California Environmental Quality Act (CEQA) and certified by the Town Council on July 25, 2023. This project is exempt from further environmental review pursuant to CEQA Guidelines Section 15162.
