2. Council Business Items:
2.1 Receive and File Pacific Gas and Electric (PG&E) Presentation on Storm Response, Outage Reduction and Other Updates. PG&E's presentation and updates are not considered a “project” under the California Environmental Quality Act (CEQA), because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).
2.2 Receive a Presentation on the San Anselmo Volunteer Effort (S.A.V.E.) Program.
Relaunching the San Anselmo Volunteer Effort is exempt from the California Environmental Quality Act (CEQA), under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. (Cal. Code Regs. tit. 14, § 15061).
2.3 Receive the 2023-2024 Mid-Year Budget Review and Adopt Resolution Amending the Budget for Fiscal Year 2023-24. Adopting the Resolution is not considered a “project” under the California Environmental Quality Act (CEQA), because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).

Council discussion regarding this items is not considered a “project” under the California Environmental Quality Act (CEQA), because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment.
