3.2 Review of Overnight Parking Regulations and Provide Direction to Staff Public Works Director Condry presented the staff report and a PowerPoint presentation. Staff answered questions from the Council regarding the amount of enforcement; the amount of revenue received from ticketing; if there has been an increase in the issuance of overnight parking permits; concerns on specific streets; if the issue about emergency vehicle access is the same during the day vs. the night; if staff advocates for marked parking spaces along the narrow streets in the hills.

Mayor Burke opened the meeting to public comments
Ms. Victoria Weiss, Mariposa Avenue, stated she has been battling the overnight parking issue forever. She objects to it and thinks all property owners should be given a permit.

A resident stated the CMPA should take a look at the way permits are issued. A parking ordinance is a good idea but there needs to be enforcement. He discussed abandoned vehicles.
5 Josh stated he would like to see it become easier to park overnight. People tend to speed when there are no cars parked along the street.

Ms. Sherry Weinroth, Sir Francis Drake Boulevard, stated there should be a red curb in front of a fire hydrant
Daniel, Sturtevant Avenue, did not understand why there is a need for permits.

Mr. Bridget Clark stated the system for guest parking is archaic and it should be easier for guests to park on the street.

Mayor Burke closed the meeting to public comments.

Mayor Burke stated it is time to address the issue and she is leaning towards allowing overnight parking but with appropriate restrictions for problematic streets. They need to address the occasional car that is parked on the street for a long time. She supported a residential parking permit for downtown streets that have a 2-hour parking limit.

Vice Mayor Kullaway did not understand how overnight parking was different from daytime parking in terms of emergency vehicle access. There should be more discussion.

Councilmember Burdo agreed with the comments made by Mayor Burke and Vice Mayor Kullaway. There is a broad sweeping policy that has not changed and he would like to see a more narrow approach. He supports the creation of an ad hoc committee.

Councilmember Colbert stated he has lived in other locations that have an Overnight Parking Ordinance. He supported the creation of an ad hoc committee.

Mayor Burke, Councilmember Burdo, and Councilmember Colbert volunteered to serve on the ad hoc committee.
