Staff answered questions from the Council regarding the Rene Vos alternative; if the County is against Alternative B; time line and boundaries for Alternative E; hybrid alternatives; the approval process for building a bridge; the County’s approval process and timeline for alternative A; if there are any alternatives do not go over a creek; if a connect through the cemetery would allow access to Sun Valley; if staff is exploring alternatives that would satisfy everyone.

Councilmember Fineman discussed the tranquility and safety concerns and stated any option including bikes would need to include the use of chicanes to slow speeds. The sight lines on the Town’s portion of the trail are pretty good. There is a way to share this trail and cyclists need access. She would like to look into Alternative E as a hiking alternative.

Councilmember Colbert stated cycling on Butterfield Road is dangerous and they need to find a way to get people out of cars. He rejects the dichotomy of bike vs. hiker. There have been plenty of opportunities to speak on this issue and he is prepared to vote for Alternative A. He wants to get this done.

Councilmember Burdo understood the concerns about safety. He liked Alternative A with Alternative E as the hiking trail. He did not want to close the door on the potential for Alternative F. He agreed with the necessity for chicanes and other speed measures.

Mayor Burke stated Sorich Park is unique as open space because it is more like a readily accessible “park”. The use is different- it is used by older and very young people. This is an important value worth preserving. She would like to figure out a way to satisfy all values and not leave anyone behind. She is not opposed to Alternative A but thinks it is the last choice. She would like to preserve Sorich Park for hiking, if possible. She does support the creation of a connector. She did not want to make a decision tonight and wanted to further explore alternatives.

Councilmember Burdo stated he would not mind bringing this back in October. He asked about potential conflicts to the Sorich Park Master Plan.

Town Attorney Acevedo stated the Council would need to consider whether or not the project is in conflict with the Master Plan prior to approving a project. The Master Plan is a guiding document and not a law.

Councilmember Colbert stated he would like to move on this tonight. Access for Bikes offered to build a separate trail.

Public Works Director Condry explained the alternatives.

Mayor Burke stated she favored Alternative C.

Councilmember Fineman favored a version of Alternative C. She wants to move forward with multi-modal Alternative A and look at hike only options. It did not make sense to look at a single-use trail for bikes.

Mayor Burke made a motion to direct staff to proceed with recommendation C, and within that recommendation, to proceed with trail alignment A and E and work with Marin County Open Space to come back with trail projects for approval and also consider Options E and F if viable.

There was no second on this motion.

M/s, Fineman/Burdo, motion to proceed with trail alignment A as a multi-modal trail with speed controls and that parallel to that they explore other trail concepts for the park that may be single or multi-use that are not limited to Options E or F.

AYES: Burdo, Colbert, Fineman, Mayor Burke
RECUSED: Vice Mayor Kullaway
M/s, Burdo/Fineman, Motion to adjourn the meeting at 10:56 p.m. 9 5

CEQA AND CLIMATE ACTION PLAN CONSISTENCY
The Town found this project to be categorically exempt from the requirement for the preparation of environmental documents under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 Class 1, because it involves maintenance of existing streets, will not create additional automobile lanes and involves negligible or no expansion of use. Specifically, successive projects of the same type in the same location will not cause significant cumulative impacts, as there are no successive projects planned at this time. There are no unusual circumstances presented by this project and the project will not result in damage to scenic resources within a designated state scenic highway. Finally, the project will not cause a substantial adverse change in the significance of a historical resource, as no historical resources will be impacted.

As with any paving project, the Town follows our Complete Streets Policy and ensures consistency with the Bicycle and Pedestrian Master Plan, which aims to improve the street not just for vehicular traffic, but for pedestrians and bicyclists as well as transit.

STAFF REPORT
TOWN OF SAN ANSELMO Item #: 2.1
MEETING DATE: October 8th, 2024
AGENDA TITLE: Update to Council to Consider Regarding Solar Photovoltaic System and Battery Energy Storage
System, and Microgrid for Town Hall Resilience Hub.

FROM: Matthew Ferrer, E.I.T., Assistant Engineer
Erica Freeman, P.E., R.A., Building Official
Sean Condry, P.E., Public Works Director
RECOMMENDATION:

That Council receive updates regarding the Resilience Hub Project and provide direction to staff on the approved Resilience Hub Project in relation to moving forward with Option A or B based on public input but ultimately engineering design, cost, and local and state building and fire codes.

BACKGROUND:

The Town of San Anselmo and its staff have continuously sought to implement energy efficiency and electrification in Town-owned facilities to help reduce operating costs and greenhouse gas emissions. On May 23, 2023, the Town council received a staff report about the Resilience Hub, provided direction to staff, and authorized staff to issue a Request for Proposal under California government code section 4217 which allows jurisdictions to carry out design-build projects related to energy efficiency.

The Town of San Anselmo is susceptible to flooding, power outages, and other extreme weather events. The Resilience Hub along with a Community Resource Center at Town Hall and the Library would serve as a safe and reliable place for residents during these events. The Community Resource Center during times of emergency power outages etc. along with the Resilience Hub would allow residents to charge their devices, access heating/cooling, access WiFi, and receive other critical services.

The Resilience Hub will be powered by a solar carport array and battery energy storage system (BESS) with microgrid controls that allow the Resilience Hub to operate separately from the main grid during power outages. The goal is to provide power to critical loads such as heating, cooling, and lighting at Town Hall and some systems within the Library. EV chargers will also be installed for Town and Police vehicles to access resilient power from the microgrid system.

On January 2024, Gridscape Solutions (Gridscape) provided a proposal at no cost to the Town.

Gridscape identified areas to install solar photovoltaic and battery energy storage systems. 54 Item #: 2.1
Gridscape is one of the largest providers of solar microgrids and EV charging systems in California.

The California legislature has encouraged energy-efficient improvements for public facilities by allowing flexible contracting and associated financing for certain energy-related projects without the need to follow formal procurement rules if the required findings are made.

On April 23, 2024, Town Council approved Resolution No. 2024-4538. The resolution allowed Town Council to Adopt an Energy Service Contract with Gridscape Solutions for Solar Photovoltaic System, Battery Energy Storage System, and Microgrid for Town Hall Resilience Hub and the Required Findings Pursuant to California Government Code § 4217.12.

On June 3rd, 2024, The Public Works Department Presented to the Planning Commission the Resilience Hub Project.

Since the approval of the resolution, Town staff has been working diligently to design a resilient system that not only serves the Town’s needs but captures the aesthetics of the Town of San Anselmo. We have also worked with a drafter to create renderings for the Town.

The Resilience Hub will create a significant impact to the Downtown area and the Town will get the public involved to voice their thoughts on the project. The Town will hold a public meeting on October 16th, 2024, to present renderings and other information along with story poles that will be built starting the week of October 7, 2024.

DISCUSSION/ANALYSIS:

The Town received two design options that would best serve the Town's needs. These options are the Magnolia lot and Town Hall lot (figures 1 and 2 respectively). The solar panel array will be located in one of the two potential locations. The two options will have a difference in construction cost and impact.

The Town has hired a drafter to provide renderings of the potential impacts to the downtown area. The drafter has created renderings for the Magnolia lot and Town Hall lot (figures 3 and 4 respectively). More renderings are available online under the Town’s Department of Public Works “Current Projects” webpage. The Renderings will also be presented on October 16th.

To visualize the impact of either option, staff will erect story poles for the October 16th meeting, so residents get an idea of the impact. Magnolia and Town Hall parking lot will be affected for less than two (2) weeks starting October 9th, 2024. Vehicles will still be allowed to access Magnolia lot, Kientz Lane, Town hall lot and Library Place. Public parking will be impacted in the Magnolia lot, 8 spots will be occupied leaving 22 spots remaining. We will ensure ADA parking is still available. Town Hall parking will also be impacted, 7 staff parking spots will be used leaving 23 available spots. Story poles will be removed on 10/18.

The battery energy storage system (BESS) final location has been discussed and mutually agreed upon by the Town and Gridscape. The BESS will be located on the Town Hall lot. The Town has been continuously interested in exploring how the Resilience Hub can best “fit in” with the Town 55 Item #: 2.1
of San Anselmo’s aesthetic. We are looking into paint options and or wrapping that would decrease the industrial look of the columns.

The Town will determine the final location and design of the Resilience Hub based on public input, cost, feasibility, construction impact and fire access, engineering judgement, along with local and state building and fire codes.

Below are some key differences between the two locations:

Magnolia Lot Town Hall Lot
 Larger Electrical Generation – 94 kW.
 Continuous array configuration.
 Cost effective to have 1 array.
 Minimally impacts residential structures.
 Tree removal not required.
 Fire access to Magnolia Lot is not affected.
 Minimal impact to current infrastructure, most
columns will be located in bio-retention.
 Smaller Electrical Generation – 77 kW.
 Split array configuration.
 Increase cost to have 2 separate arrays.
 Moderately impacts residential structures.
 Tree removal required.
 Fire access to Town Hall will be affected.
 Moderate impact to current infrastructure,
all columns will be located on pavement.
 A Joint Utility Pole will also need to be
removed/relocated which may add 1-2
years to project. N.E.M. 2.0
“Grandfathering” may be impacted.

FISCAL IMPACT:

As required under Government Code section 4217, the energy cost savings will exceed the project costs and the improvements are found to be in the best interest of the Town. The total projected cost will be approximately $1,062,000 and will be paid for in part by funds allocated from measure J throughout the 2023 and 2024 fiscal years. The Town will also receive a 30% reimbursement of the total project cost via the federal investment tax credit (ITC) after the project is complete. The Town can receive an additional 10% reimbursement through the Domestic Content Bonus Credit. The Town may also qualify for the Safe Harbor tax credit to receive an additional 10% reimbursement. The Town will be able to incur a positive net saving that will provide extra funding to the Town in the future.

The Town of San Anselmo will sell any excess electrical generation back to the grid for monetary compensation. The Town was grandfathered into Net Energy Metering 2.0 (NEM 2.0) before the policy effect of NEM 3.0 took place. NEM 2.0 allows the Town to receive the full retail rate for any excess electricity exported to the grid. NEM 2.0 allows for electricity rates to be calculated every 15 minutes based on the Town's net generation and usage during said time period. Under NEM 2.0 the Town will not be subjected to a “Mandatory Grid Participation Charge”.

CEQA AND CLIMATE ACTION PLAN CONSISTENCY:

The proposed adoption of the resolution is exempt from the California Environmental Quality Act (“CEQA”), pursuant to CEQA Guidelines Section 15301 “Existing Facilities” because the project consists of alterations to an existing Town-owned facility; CEQA Guidelines section 56 Item #: 2.1
15061(b)(3) “Common Sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant negative effect on the environment.

The project is consistent with the following measures in the Town’s Climate Action Plan including:
 E-7: Municipal Energy Efficiency Audit and Retrofits
Identify and implement energy efficiency projects in municipal buildings and facilities and electrification of existing building systems and equipment.  R-4: Innovative Technologies
Investigate and pursue innovative technologies such as microgrids, battery storage, and demand-response programs that will improve the electric grid’s resiliency and help balance demand and renewable energy production.
 R-5: Solar Energy Systems for Municipal Buildings
Install solar energy systems at municipal buildings and facilities where feasible.  A-1: Preparation and Response
Develop local systems of food and energy production to enhance the Town's resiliency and adaptation toward localized systems. Examples include microgrids for energy and regenerative agriculture practices on Town-managed land, as well as promoting home gardens and water catchment systems.

Solar Array: Town Council Meeting Tues October 8, 2024
From Karen Mendelow Nelson <[email protected]>
Date Tue 10/8/2024 5:41 PM
To Town Council <[email protected]>
CAUTION: External Sender
Hello Town Council,
I am writing in support of the solar array construction in the Magnolia parking lot, because that array generates more power.  With the extreme heat that we have experienced over the past two weeks, one can see how important it is that we can generate our own power, because we may have to provide cooling centers.

Although the generational capacity of the array is not at the full capacity of the power we use at the TownHall Library Complex,  It would be great if we could construct both parking lot arrays at the same time, so we can generate more than we use.

The other issue that I want you to consider in the plans is making sure that the electrical system is higher up on the poles to be resilient to flooding.

Thank you for your consideration and support of the solar microgrid and the resiliency hub.

Best regards,
Karen Mendelow Nelson
