2. Council Business

2.1 Provide an Update to Council for Consideration Regarding Solar Photovoltaic System and Battery Energy Storage System, and Microgrid for Town Hall Resilence Hub.

Assistant Engineer Ferrer presented a staff report and a PowerPoint presentation. Staff answered questions from the Council regarding whether story poles would be installed in both proposed sites; who identifies the rebates/tax credits; the proposed Budget increase for electric vehicles; if the goal to have a fully electric fleet by 2030 is dependent upon this project; if the Town’s fleet would be moved to the Magnolia Lot if this location were chosen; the net energy metering; if the fact that a street is located between the grid, the battery, and Town Hall would pose any issues; how expensive it is to do the trenching and wiring; if using the higher KVA rating of wiring would allow them to go from Level 2 to Level 3 in the future; the height of the flood wall/gate; if it would make sense to go higher than the one-foot base flood elevation (BFE); the opportunity to use the battery on an on-going basis to off-set any added load; the height of 3 the solar panels; impacts to the battery if it were flooded; if there is a way to fire protect the battery; possible expansion of the Town Hall or Library buildings.

Mayor Burke opened the meeting to public comments.

Ms. Sue Saunders applauded the staff for this great job. She discussed the differences in NEM 2 vs. NEM 3.

Councilmember Burdo recommended the Magnolia Lot but would love to do both. Story poles should be installed at both locations.

Councilmember Colbert supported the Magnolia Lot location and asked staff to be mindful of the neighbors during construction.

Vice Mayor Kullaway agreed but thought story poles in both locations would be confusing.

Councilmember Fineman stated there is nothing redeeming about the Town Hall site. She would like staff to move “full steam ahead” with the Magnolia site.

Mayor Burke stated it is clear that the Magnolia site is the way to go. She supported installing story poles at both site to give the community a chance to weigh in.

Town Manager Donery stated staff would return with answers to the Council’s questions at the next meeting. He agreed that “time is of the essence”.
