3 3. Council Business Items:

3.1 Council to approve a lot option for the Solar Photovoltaic System for the Town Hall Resilience Hub. The proposed adoption option A is exempt from the California Environmental Quality Act (“CEQA”), pursuant to CEQA Guidelines Section 15301 “Existing Facilities” because the project consists of alterations to an existing Town-owned facility; CEQA Guidelines section 15061(b)(3) “Common Sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant negative effect on the environment

3.2 Adopt a Resolution Approving the Memorandum of Agreement with PG&E for Installation of Electrical Service for Charging Stations at Memorial Park. The Council’s adoption of this resolution, which is a required step for the installation of EV charging stations, is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Categorical Exemption Classes 1, 3, and 4. Class 1 exempts the operation, repair, maintenance, and/or minor alteration of existing structures, facilities, and/or mechanical equipment involving negligible expansion of existing use (14 CCR § 15301). The Memorial Park parking lot will be altered to include the charging stations, which will involve only negligible expansion of the existing use of the lot.

3.3 Receive and Review the Downtown San Anselmo Active Transportation Safety and Circulation Study and Provide Direction to Staff. The Town finds the short term targeted improvements to be categorically exempt from the requirement for the preparation of environmental documents under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 Class 1, because it involves maintenance of existing streets, will not create additional automobile lanes and involves negligible or no expansion of use.
