2 1.7 Approve the First Amendment to the Revocable License Agreement for Operation of the Farm Stand on Town Hall Plaza
2. Council Business Items:
2.1 Receive an Update on the Downtown Parking Program and Discuss Potential Changes to Downtown Parking Restrictions. The Town finds the discussion of potential modifications to parking restrictions, is not a project under the California Environmental Quality Act because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065)
2.2 Adoption of an Ordinance to Repeal and Replace Title 10 “Planning and Zoning”, Chapter 4 “Housing Developments Under Government Code Section 65852.21” to Comply with State Law; Rename Chapter 10-4 to “Urban Lot Splits and Two-Unit Development in Single-Family Zones”; Repeal Section 10-2.711 “Urban Lot Splits pursuant to Government Code 66411.7”; and Make Associated CEQA Exemption Findings. The proposed Ordinance is exempt from CEQA pursuant to Public Resources Code section 21080.17, which exempts the local adoption of ordinances regarding second units in single or multi-family residential zones, and CEQA Guidelines sections 15301 (Existing Facilities) and 15061(b)(3) because it can be seen with certainty that there is no possibility that they will have a significant effect on the environment
