3 Council Business Items
2.1 Receive an Update on the Downtown Parking Program and Discuss Potential Changes to Downtown Parking Restrictions
Assistant Public Works Director Schneider presented the staff report. Staff answered questions from the Council regarding whether these recommendations are consistent with those in the original Parking Study; plans for enforcement; if the department will go back to “chalking” tires; if staff has considered downtown resident permit parking and how that would work; number of spots that would be changing; how many merchant permits are issued; if the change of hours from 9:00 a.m. to 5:00 p.m. would impact the unregulated spots; if the Economic Development Committee (EDC) has received this presentation; if anything can be done locally in terms of enforcement such as using interns or volunteers; the amount of Revenue generated from the Creek Park Lot; the number of spots in the Creek Park Lot; if the Creek Park Lot is underutilized or at capacity on a daily basis; the reason why this lot might be underutilized; location of the signage directing drivers to the Creek Park Lot; if “good parking karma” exists in San Anselmo.
Mayor Kullaway opened the meeting to public comments.
Benedetto, representing the Chamber of Commerce, thanked staff for last week’s very productive meeting. He supports the plan. Enforcement and education are key.
Frank asked the Council to listen to the owners of the hair salons who would like to see a threehour time limit in the Creek Park Lot. He agreed that enforcement is important along with identifying problems ahead of time.
Mr. Pat Townsley, business owner, stated the Creek Park Lot is a “ghost town” until 5:00 p.m.
People do not want to use the technology required to pay for the parking.
Mr. Danny Krebs stated San Rafael Avenue and others have been adversely impacted. There is a lot of congestion in these neighborhoods. He asked if ten to twenty spaces in the Creek Park Lot could be designated as employee parking.
Ms. Anita Mitchell, business owner, thanked the Council for repealing the paid parking program on San Anselmo Avenue. The missing piece of the puzzle is paid parking in the Creek Park Lot.
Parking in that lot should be free.
Emmie, manager of a downtown business, asked why San Anselmo Avenue from Ross to Bolinas is not included in the recommendations. The time limits should be changed from two hours to four hours. The unrestricted parking on Sir Francis Drake Boulevard should remain.
Mayor Kullaway closed the meeting to public comments.
Councilmember Schlesinger stated the suggestion to move to more merchant parking on Sir Francis Drake Boulevard makes sense. Some of the spaces at the Creek Park Lot could be designated for merchant parking while leaving the remainder as paid parking. Changing this lot to a four-hour limit makes sense. He is in favor of changing the enforcement from 7:00 a.m. to 6:00 p.m. to 9:00 a.m. to 5:00 p.m. He is in favor of staff recommendations #1, #3, and #4.
Councilmember Burdo stated they need better enforcement or the situation will not improve.
He supported changing the hours in the Creek Parking Lot, changing the time limit from 2-hours to 4-hours on Sir Francis Drake Boulevard from Bank to Ross, enforcement hours from 9:00 a.m. to 5:00 p.m. town-wide, and the creation of a downtown parking sticker for residents. 4 Councilmember Burke stated she supported all the recommendations except R-4. She would allow merchant parking in the Creek Parking Lot. She supports a downtown parking sticker for residents who live downtown who do not have permanent parking. Enforcement is a problem and San Anselmo does not get the value out of what they pay to the Central Marin Police Authority (CMPA)
Mayor Kullaway stated a lot of the traffic on San Anselmo Avenue is an attempt to bypass the Hub. Parking should be made obvious so people do not have to drive around looking for a space. She supports opening up the Creek Park Lot for merchants.
It was the consensus of the Council to support Recommendation R-1, R-2, R-3, and R-4 (including allowing merchant parking).
Town Manager Donery asked the Council to give staff some time to come up with a process for issuing downtown parking stickers for downtown residents. He will present this to the Council at an upcoming meeting.
Public Hearing
3.1 Public Hearing to Adopt an Ordinance to Repeal and Replace Title 10 “Planning and Zoning”, Chapter 4 “Housing Developments Under Government Code Section 65852.21” to Comply with State Law; Rename Chapter 10-4 to “Urban Lot Splits and Two-Unit Development in Single Family Zones”; Repeal Section 10-2.711 “Urban Lot Splits Pursuant to Government Code Section 66411.7”; and Make Associated CEQA Exemption Findings.
Assistant Town Attorney Longfellow presented the staff report. Staff answered questions from the Council regarding whether this applies to just lot splits and not tear-downs of an existing building; the change in the height restrictions.
