2.1 Discuss New Potential Downtown Resident Parking Program Assistant Public Works Director Schneider presented the staff report. Staff answered questions from the Council regarding why qualify residents should be restricted to the four hour limit; if staff has captured the right streets; if the program can be made easier for renters, low-income, or senior residents; who would be most impacted by the changes; how will the program be enforced; how will staff know if it is working and what metrics will be used; has there been enough community input; eligibility and access; the number of new applications; if there are discounts or waivers available; if the revenue would go into the Parking Fees Fund; if residents can apply at Town Hall as well as on-line: if there is a plan for resident notification; if the application form can be provided in Spanish.
7:42 p.m. Councilmember Kullaway arrived at the meeting.
Mayor Burdo opened the meeting to public comments.
An individual stated he lives on Woodland near Cedar and there are a lot of residents who live in apartments. He opposed the idea that this is a “hardship” permit since the Town had involvement in permitting the apartments. Residents should be allowed to park on the street without having to pay a fee.
An individual agreed with the previous speaker. Residents should be allowed to park in front of his or her house without having to go through an application process.
An individual who lives on Woodland Avenue stated she did not receive a letter. Parking is difficult because it is occupied by merchants. She is in favor of the proposal.
Mr. Robert DeFreeze, Magnolia Avenue, stated the “sweet spot” was doing the residential program with increased parking enforcement on those streets. He was concerned about a decrease in parking spaces due to the proposed red zones near driveways.
Ms. Cathy Coleman, San Rafael Avenue, stated the four-hour parking limit is a hardship. She supports the proposal.
Frank recommended allowing people to park in front of his or her driveway. He had a question about the time limits in the Town parking lots.
An individual stated she would like to see more overnight parking enforcement throughout the Town. She supports the proposal.
Josh referred to the issue of hardship for some individuals and suggested offering reduced rates for everybody.
Mr. Brent Wexler, San Rafael Avenue, stated his apartment building has only one parking space per unit. He supports the proposal.
Mayor Burdo closed the meeting to public comments.
Councilmember Burke stated she lives downtown and her tenant has to frequently move her 4 car. This program should be free and could be extended to the two hour areas. The Town has gone back and forth over the issue of overnight parking. The Council should re-visit this issue.
Vice Mayor Walker stated it makes sense to give the residents on Pine Street four hour parking.
She would like to cover the costs of the program and did not want it to be a burden to lowincome people or seniors. She would like a report in six months from staff on the success of the proposed program.
Councilmember Kullaway stated this is a well thought-out proposal and she supported the staff recommendations. There should be a fee involved.
Councilmember Schlesinger stated the curb is not a private asset but rather a public asset.
There are trade-offs. The permit allows residents to opt out of the time limits that everyone else has to adhere to. There is a cost to that. He suggested a compromise position- the first permit is free with a cost to additional permits due to additional vehicles. If this is not supported then he agreed with the staff recommendations. A four-hour limit for Pine Street makes sense.
Mayor Burdo supported changing Pine Street to four hours. He is open to the idea that the program should be free and talking about Councilmember Schlesinger’s suggestion. He wants to strike a balance. He would like staff to look into the suggestion made by Frank about parking in front of the driveway. There is agreement on converting Pine to four hour parking and looking at Councilmember Schlesinger’s suggestion.
Councilmember Kullaway and Vice Mayor Walker stated they were flexible on the cost issue.
Councilmember Schlesinger stated there were three options: 1) The staff recommendation of a $25 fee; 2) A free program; 3) The hybrid he suggested.
Town Manager Donery asked for clarification on Councilmember Schlesinger’s suggestion. This item will be on an upcoming agenda.
Being no further business to discuss, Mayor Burdo adjourned the meeting at 8:14 PM Respectfully submitted,
Toni DeFrancis,
Recording Secretary
