Interim Public Works Director Schneider presented a report and a PowerPoint presentation.
Staff answered questions from the Council regarding the term being considered; if the property owners would be responsible for setting the policies and pricing for the lot; the contemplated revenue sharing; fiscal impacts; if this would be cost-neutral for the Town; if the machines would be leased/rented; if it could be made clear that these are not Town machines; if the CMPA would be used for enforcement; if enforcement would be carved out of the Town’s time and thus reduce enforcement along the avenue; what is the benefit to the Town; what problem is being solved; if there is anything that would prohibit the owner from running this business as a private parking lot; could this be a Pilot Program; how CMPA would enforce parking and issue citations in this private lot.
Mayor Burdo opened the meeting to public comments.
Mr. Amir Kia, part of the property ownership, discussed how this conversation came about.
They currently have a monitoring system through an app. There are waves of cars coming in to park and it is difficult to control. They want to work with the Town to make the lot a resource.
Mayor Burdo closed the meeting to public comments.
Mayor Burdo worried about perception and thought it would be seen as a Town program. He has no problem leasing the machines to someone who wants to operate a private lot. He needs more information.
Councilmember Schlesinger was not there yet and did not see the benefit to the Town. It comes down to the question of enforcement.
Councilmember Burke stated the property owner could run this business as a private parking lot. This seemed to be the better path.
Vice Mayor Walker liked the idea of more parking downtown. They need to understand the impact of CMPA enforcement. It needs to be cost-neutral.
Councilmember Kullaway would like to use this as an opportunity to leverage more safety projects.
Staff thanked the Council for the input and stated they will provide more information and try to address the issues.
