Packet Pg. 1320 Attachment: Attachment 5 - Inland Empire Landscape, Inc. Proposal (8981 : Agreement with Parkwood Landscape Maintenance, Inc. for Proposed Innovations
Inland Empire Landscape, Inc. has provided neighboring cities with innovative landscape designs to fit the needs and wants of the community, and simultaneously have the most water efficiency possible.

This is feasible by keeping our employees up to date with new technological advances in irrigation and landscape supply. Our landscape and irrigation suppliers provide us with the most efficient and up to date supply that makes it possible for us to satisfy the needs of our customers. The products our suppliers provide us with are more efficient drought tolerant plants as well as more water efficient irrigation materials. For example, the Calsense Central System provides a safer and more efficient irrigation system.

Our irrigation technicians are also certified to work with reclaimed water. Creating a drought tolerant landscape is critical for communities, which is why we optimize for both the community and environment to satisfy the needs of our customers.

We have also used lighting to be able to display the landscape after hours. Now communities can enjoy the view of the landscape both during the day and night. Lighting is a great way for communities to take full advantage of the landscape its city provides, which used to be limited to day hours.

Question: How will our experience, technical and professional skills will meet the goals and fulfill the general functions identified in the RFP. Answer: We have over 40 years’ experience in large scale public works landscape maintenance, with an office in Fontana, California which is less than 20 minutes from the center of the City of San Bernardino. With this location and the large number of employees working out of our Fontana office we have the capabilities to rapidly mobilize a large force to quickly address anything landscape related in the City of San Bernardino. Most of our equipment and trucks are new for a project of this size, but you can see from our “Company Equipment Assets” we have a large inventory of backup equipment.

Regarding the experience of our staff to be tentatively assigned to perform the services for this project, we have a depth of experience and qualifications that exceeds our competitors. Please look at the “Staffing Resources” we have included in this RFP. Most of the experience of our staff is from working on similar services to the City of San Bernardino contract covered in this request for proposal.

We have continuously been in the landscape maintenance business under single ownership since 1977. 45 years of experience performing public works maintenance like the work in this RFP. In addition to that we have won over 95 awards for project excellence in both maintenance and landscape installation since the late 1970’s.

Dispatch and General Approach
Our workers will be dispatched from our Fontana office located at 11093 Almond Avenue, Fontana, CA 92335. The daily trash and cleaning will be performed 7-days a week. Mowing will be Monday through Friday throughout the growing season. The specific day each location is visited and tasks to be performed can be based on a mutually agreed upon schedule with the City Representative based on the needs and requirements of the City.

Daily Cleaning, trash & Inspections – Project Wide
This work will be performed with 3 separate crews with a minimum of 5 workers (3 crew leaders and 1 crew member.) These crews will be supplemented with up to 3 more laborers as needed during periods of heavier use of the parks. These crews are tasked with performing work prior to the timelines indicated in the specifications. These crews are in 3 separate stake bed trucks performing these primary duties:
• Trash pickup
• Trash can liner replacement
• Doggie station liner replacement & dumping
• Hardscape and BBQ cleaning
• Ramada, bench, and sign power washing
• Visual backflow inspections (immediately alerting
After these crews are finished with timeline dependent responsibilities, they are working in bed maintenance and weed control.

Irrigation Monitoring & Repair – Project Wide
There are two full time irrigation crews in this project that vary in size from 2 to 6 workers as necessary to perform all irrigation inspections as well as necessary repairs. They will be dispatched in 2 to 4 trucks based on the workload and to stay on schedule. Trucks are equipped with toolboxes and pipe racks as well as a standard issue of commonly used parts. The irrigation technicians will also have universal remotes to facilitate and speed up inspections.

Spraying and Pest Control – Project Wide
We have a spray technician full time during periods of the year where weed control and pre-emergent is applies.

IPM practices will be the favored method of control. Periodically this technician will be called out for specific pests like rodent control. The Pest Control Technician operates with a 1-ton flatbed truck with a skid mounted 200gal spray rig.

Mowing Operations
The regular mowing, edging and cleanup of all the turf areas will be accomplished with 3 crews consisting of 12 workers (3 crew leader/operators and 9 laborers/operators.) These crews will be 3 separate stake bed trucks with trailers carrying:
72” mowers, 60” mowers, 36” mowers, 21” mowers, Stick Edgers, String Trimmers & Backpack Blowers All of the turf areas will be mowed within a one-week cycle.

Full time Locations
There are two locations that will have full time workers:

Pioneer Cemetery1 – 3 Workers & Perris Hill Park – 2 Workers 1 We have current experience in maintaining a cemetery in Santa Monica. The Santa Monica site is larger and has more headstones and requires full time workers. These types of facilities have unique requirements like trimming around headstones and removing flowers on a regular basis.

For the overseeding included in this proposal, our intent is to mow the existing turf down to ½” over successive mows, then flail mow down to ¼”. Debris will be picked up with a turf vac or some other suitable method.

PTO Flail Mower Attachment PTO Slit Seeder Attachment
Irrigation components will be located and flagged prior to flail mowing operations to avoid damage.

After the flail mowing operations and the excess grass is cleaned up, we will plant the seed. The seed type we estimated for this work is Fast Track Perennial Rye (or equal) planted at the rate of 11 lbs per 1,000 square feet.

Seeding operations will be performed by a PTO driven Slit Seeder attachment mounted on a tractor with turf tires.

Seed cover is not required with this equipment on overseeded turf. Clean up includes removing the flags on the irrigation components and checking the systems for proper operation.

Other Overseeding methods
We also offer alternate methods for overseeding that may work better depending on the conditions, time of year and desired results. Sometimes planting stolons of specific hybrid varieties of Bermuda grass may be the best approach. Planting the stolons with a special hydroseeder is the quickest method. This works well on sports field turf. Combining top dressing with broadcast seed on bare soil could also be an option in some of the parks.

Hydroseed application Topdresser for seed cover
We can price these alternate methods for the City on a case by case basis.

At times, work above and beyond the contract scope becomes necessary. Our process to take care of this is:
• Straight Forward – Simple pricing and approval process ahead of time • Transparent – The Customer sees what was purchased by us • Honest – The hours and material estimated are what is used, nothing exceeds the approved estimate • With No Surprises – Billing either matches or is less than what was quoted on the proposal When a customer desires additional work or an emergency arises, there must be some mechanism to quickly communicate and agree upon the cost. Many times, situations arise where it is difficult to come up with a cost ahead of time. We solve that issue with the following 4 step process:

1. Work is identified and a “Not-to-exceed” proposal is created

2. Customer receives the proposal and approves the work

3. Work proceeds, labor is tracked, and receipts are copied

4. Billing NEVER exceeds the original proposal. It is either equal to or less than the original proposal If an issue is uncovered that changes the
scope of the original estimate, the
proposal is revised and resubmitted for
approval (typically with attached
pictures and a clear explanation). Work
will not proceed until there is client
approval of the change.

Key…
The billing for any extra work does not
exceed what you originally approved.

The sample proposal to the left would
be something irrigation related where
multiple valves would need to be
replaced because of an auto accident.

Packet Pg. 1391 Attachment: Attachment 7 - Mariposa Landscapes, Inc. Proposal (8981 : Agreement with Parkwood Landscape Maintenance, Inc. for Landscape Our Core Values – Safety • Teamwork • Quality • Integrity Page 15 Quality Control Program
We perform internal quality control on our work to free up our contract monitor or client representative (be it a Public Works Inspector or Property Manager) so that he or she will have a reduced work load. This creates a positive environment for everyone involved and enhances our client relationships. Our main philosophy behind quality control is summed up in one statement “Plan your work and work your plan.” Therefore, the work is to be planned and monitored in the following ways:

Annual Work Schedule
Here is a sample schedule. A final schedule will be provided upon start of work.

Within 30 days of award of the contract we will submit an annual work schedule that will organize all the assigned areas into sectioned areas. The sectioned areas will be per the approval of the client representative. The schedule will designate the areas included with the service level and general tasks completed for that month. Any revisions to this schedule will be submitted to the client representative for approval. A review of this schedule will be made at monthly meetings to evaluate success.

Packet Pg. 1392 Attachment: Attachment 7 - Mariposa Landscapes, Inc. Proposal (8981 : Agreement with Parkwood Landscape Maintenance, Inc. for Landscape Our Core Values – Safety • Teamwork • Quality • Integrity Page 16 Monthly Work Plans
The Mariposa Account Manager will submit Monthly Work Plans describing maintenance operations of all areas contained within this contract and when the work, including trimming, pruning and applications of chemicals/fertilizers will be accomplished. Other work will include the removing and/or replacing of landscape materials within the scope of this Contract. The work may include landscape renovations of right-of-ways, medians, retention areas and/or common turf areas. The Account Manager will develop the Monthly Work Plans and submit them to the client representative by the 25th of the previous month prior to the regular monthly meeting. The Monthly Work Plan will correlate with the Annual Work Schedule in a more detailed form. After the plan is approved at the regular monthly meeting the Monthly Schedule Evaluation Form will be completed with the client representative to evaluate the performance of the current month. The Mariposa Supervisor is responsible for creating and submitting these reports.

Irrigation Reports
The Irrigation Technician will create the Irrigation Reports at the specified frequencies and the Mariposa Account Manager will insure their accurate and timely completion. These reports will include scheduled formal inspections, all service requests, authorized emergency work and repair of damage. The Irrigation Technician will be responsible for conducting a formal inspection and related repairs of the irrigation system as scheduled. Results of the inspection shall be recorded on the Irrigation Inspection Report and checked for accuracy and then delivered to the client representative. The frequency of these reports will vary depending on the work scope.

Account Manager/Client Meeting Work Quality Evaluations A critical aspect of the work is communication. Timely and accurate schedules address a lot of this; however, there is another important aspect that is sometimes overlooked: interpretations of quality. What is beautiful to some is not to others, this is why specifications are written. However, there is always some level of interpretation that can vary from person to person. The goal is to have the Mariposa Account Manager and the client representative both interpreting the expectations of the specifications in the same way. The way we accomplish this is through a graded evaluation of every aspect of the landscape on a site by the Mariposa Supervisor and the client representative. This evaluation is performed prior to the regular client representative meeting by the Mariposa Supervisor. When the regular meeting takes place, this same form is given to the client representative to evaluate the exact same items as the Mariposa Account Manager previously graded. Any differences in evaluation that the client representative has of the same work item or area that were graded by the Mariposa Supervisor are addressed immediately and clarified.

The frequency of these evaluations and number of work items evaluated can vary based on the work scope. Please see the sample form provided.

Action Item Lists
Even with jobs that go perfectly there are always items that come up during walk-through inspections. These items may have nothing to do with work quality but may be requests for improvement, additional work or notations of concern, etc. One of the key aspects of an action item list is a target completion date. This is included for every item on our form. The Mariposa Account Manager is committed to completion of a requested activity at an agreed upon date. This is in writing; it’s quick and easy to fill out. The client representative will have confidence that we will keep our promises because they are documented. Our goal is “Promises made are promises kept.” Please see the sample form provided.

Our company has a recycling program for green waste and paper products. We implement this program at our local offices and at all job sites.

Mariposa currently uses hybrid vehicles and is researching and looking forward to obtaining hybrid equipment to be used on our contracts. We strive to be as environmentally conscientious as possible and are expanding our operations to achieve this goal.

Mariposa works with all clients to assure optimum water usage where possible. Mariposa notifies all Project Managers of the green initiatives prior to the award of the contract.

In addition to the Green Initiative, we are also committed to leading the industry in minimizing the impact of its activities on the environment.

The key points of its strategy to achieve this are:
• Minimize waste by evaluating operations and ensuring they are as efficient as possible. • Minimize toxic emissions through the selection and use of its fleet and equipment. • Actively promote recycling both internally and amongst its customers and suppliers. • Meet or exceed all the environmental legislation that relates to the Company. • Adhere to all local codes and ordinances regarding water conservation.

Integrated pest management (IPM) is an ecosystem-based strategy that focuses on long-term prevention of pests or their damage through a combination of techniques such as biological control, habitat manipulation, modification of cultural practices, and use of resistant varieties. Pesticides are used only after monitoring indicates they are needed according to established guidelines, and treatments are made with the goal of removing only the target organism.

Pest control materials are selected and applied in a manner that minimizes risks to human health, beneficial and non-target organisms, and the environment.

Biological control
Biological control is the use of natural enemies—predators, parasites, pathogens, and competitors—to control pests and their damage. Though Mariposa does not introduce any beneficial organisms into the environment, we do identify and encourage their presence.

Cultural controls
Cultural controls are practices that reduce pest establishment, reproduction, dispersal, and survival. For example, changing irrigation practices can reduce pest problems, since too much water can increase root disease and weeds.

Mechanical and physical controls
Mechanical and physical controls kill a pest directly or make the environment unsuitable for it. Traps for rodents are examples of mechanical control. Physical controls include mulches for weed management, steam sterilization of the soil for disease management, or barriers such as screens to keep birds or insects out.

Chemical control
Chemical control is the use of pesticides. Mariposa Landscapes uses pesticides only when needed and in combination with other approaches for more effective, long-term control. Also, pesticides are selected and applied in a way that minimizes their possible harm to people and the environment. With IPM we use the most selective pesticide that will do the job and be the safest for other organisms and for air, soil, and water quality.

Consent Calendar
City of San Bernardino
Request for Council Action
Date: June 1, 2022
To: Honorable Mayor and City Council Members
From: Robert D. Field, City Manager
By: Alex Qishta, Deputy Director of Public Works/ City Engineer Subject: Resolution Adopting List of Projects and SB1 2022/2023 Road Maintenance Program (Wards 1,6,7)
Recommendation
Adopt Resolution No. 2022-110 of the Mayor and City Council of the City of San Bernardino, California:

1. Approving the Road Maintenance and Rehabilitation proposed project list for submittal to the California Transportation Commission; and

2. Adopting a list of projects for Fiscal Year 2022/23 to be funded by Senate Bill 1:

Road Repair and Accountability Act of 2017.

Background
On April 28, 2017, the Governor signed Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017), which is known as the Road Repair and Accountability Act of 2017. To address basic road maintenance, rehabilitation, and critical safety needs on both State and local roads, SB 1 increases per-gallon fuel excise taxes, diesel fuel sales taxes and vehicle registration fees, and provides for inflationary adjustments to tax rates in future years.

Beginning November 1, 2018, the State Controller (Controller) began depositing this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding is annually apportioned to eligible cities and counties pursuant to Streets and Highways Code (SHC) Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.

Annually, on July 1st, the City of San Bernardino, along with all other eligible California agencies, submits a work plan to the California Transportation Commission (CTC) committing the following fiscal years RMRA funding to a specific pavement preservation project in the coming year or in a future year if the City so desires. The submission of the work plan maintains the City's eligibility to garner RMRA funding during the forthcoming fiscal year. Without this commitment of RMRA funds the City loses its eligibility to collect RMRA funding through the State Controller's Office (SCO). 22 Packet Pg. 1456

Discussion
The City recently completed a city-wide pavement condition assessment study. The results of that assessment were incorporated into, and evaluated through, a Pavement Management System software database. The evaluation methodology considered a number of criteria including the condition of street segments, the recommended repair approach to address each segment, and the repair cost requirement for the recommended method of repair.

The City expects to receive an allocation of $4,930,280 in FY 2022/23 that can be used for road maintenance and rehabilitation, safety projects, complete street components, or traffic control devices. After a comprehensive review of the assessment results, staff identified street segments to be included on the upcoming fiscal year SB1/RMRA projects. Staff’s basis for the recommendation was to ensure SB1 revenues are being used on the highest-priority and most cost-effective projects that also meet the community’s priorities for transportation investment. Based on staff evaluation of Pavement Management System data, the following street segments are recommended for the 2022/2023 SB1 funding:

SECTION 3. As the decision-making body for the project, the City Council has reviewed and considered the information contained in the administrative record for the proposed project.

Based upon the facts and information contained in the administrative record, including all written and oral evidence presented to the City Council, the City Council finds, as follows:
(1) The administrative record has been completed in compliance with CEQA, the State CEQA Guidelines, and the City’s Local CEQA Guidelines;

(2) The proposed project is exempt from the requirements of the California Environmental Quality Act pursuant to Section 15301 (Class 1 – Existing Facilities) of the CEQA Guidelines because it involves the street rehabilitation. Additionally, the City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
(3) The application of the Class 1 categorical exemption is not barred by one of the exceptions set forth in the CEQA Guidelines Section 15300.2 because Pavement Rehabilitation does not present any unusual circumstances; would not damage scenic resources, including any resources in the area of a Scenic Highway; would not be utilized on a hazardous waste site; and would not impact historic resources of any kind; and
(4) The determination of CEQA exemption reflects the independent judgment of the City Council.

SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.

SECTION 5. Effective Date. This Resolution shall become effective immediately.
