Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino adopt Resolution No. 2023-179 of the Mayor and City Council of the City of San Bernardino, California:
1. Adding two (2) Deputy City Manager (U) positions to the City Manager’s Office;
2. Authorizing the City Manager to execute a side letter agreement with the Executive Employees to include the Deputy City Manager (U) classification; and
3. Amending the City-wide salary schedule for full-time, part-time, temporary, and seasonal positions.
Executive Summary
To assist the City Manager with the management of City department operations and internal services, two (2) Deputy City Manager (U) positions are recommended. It is also recommended the current Executive Compensation and Benefits Plan be updated to include the Deputy City Manager classification.
The Deputy City Managers will report directly to the City Manager.
Background
As the City continues its efforts to meet its goals of improving service delivery and functioning more effectively, it is recommended to add two (2) Deputy City Manager (U) positions to the City Manager’s Office. These two positions will perform highly responsible and complex professional administrative work while assisting the City Manager in the development and control of the operational goals and objectives for assigned City departments.
Discussion
The Deputy City Manager (U) is part of the City’s Executive Team and is considered to be an administrative generalist assigned specific activities within the broad range of City administrative operations or responsibility for specific departments. This classification is distinguished from the Assistant City Manager by the latter’s responsibility to assist the City Manager in the overall management of all City operations.
The incumbents will be placed at salary range 700, $15,785.57-$19,186.84/month, and will assist in program planning and coordination of departmental activities as they relate to the delivery of services and quality of life for residents. One Deputy City Manager (U) will be assigned to the operational service departments of Public Works, Parks, Recreation & Community Services, and Community Development and Housing. The second Deputy City Manager (U) will be assigned to the internal service departments of Human Resources, Information Technology, Finance. Although not an internal service department, this Deputy City Manager will also be assigned Animal Services.
As changes are made to salaries or classifications, the City is required to adopt a revised salary schedule in a public meeting. The attached salary schedule meets the California Public Employees Retirement Systems (CalPERS) pay rate reporting requirements in accordance with Government Code Section 20636 defining “Compensation Earnable” and the California Code of Regulations (CCR) Section 570.5.
2021-2025 Strategic Targets and Goals
Adding the two (2) Deputy City Manager (U) positions to the City Manager’s Office and executing a side letter agreement with the Executive Employees to add the Deputy City Manager (U) classification aligns with Key Target No. 2: Focused, Aligned Leadership and Unified Community by enabling the City to improve service delivery and function more efficiently
Fiscal Impact
There is enough cost savings in the City’s budget to offset the funding of these positions.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino adopt Resolution No. 2023-179 of the Mayor and City Council of the City of San Bernardino, California:
1. Adding two (2) Deputy City Manager (U) positions to the City Manager’s Office;
2. Authorizing the City Manager to execute a side letter agreement with the Executive Employees to include the Deputy City Manager (U) classification; and
3. Amending the City-wide salary schedule for full-time, part-time, temporary, and seasonal positions.
