Quality Assurance
As evidenced in our Experience Profile, and by the quality or our references, Kabbara Engineering has worked exclusively tor public agencies, and therefore understands the importance of producing a quality product that proceeds on a predictable schedule, is designed within budget, and experiences minimum engineering and constructability by a Principal Engineer of our firm and by an external designated construction manager. Also included is a review of all Opinions of Probable Construction Costs by an external designated construction estimator, and comparison of actual recent bid costs on similar projects in the area. Consequently, our project management procedures include safeguards to ensure that the City of San Bernardino will benefit from a project that responds to all design issues, is completed on time, and receives construction bids that are close to the Engineer's Estimate.

3. PROJECT APPROACH
Project Understanding
This project consists of the preparation of construction plans, specifications and estimates for street rehabilitation improvements on Pepper Avenue, from Mill Street to Baseline Road, located in both the City of San Bernardino and City of Rialto, County of San Bernardino, State of California, described as follows:

Project Limits
Street Name Limits From Limits To Approx. Length
Mill Street
Pepper Avenue (including intersection) Baseline Road 2.0 miles (10,560 l.f.) City of San Bernardino is the lead agency for this project, which is a joint project per agreement with the City of Rialto.

The project right-of-way (R/W) north of the existing Pacific Electric Railroad crossing and Rialto Avenue to approximately Spruce Street, is shared between the City of San Bernardino and the City of Rialto. The portion of Pepper Avenue located south of the Railroad R/W is entirely within the City of San Bernardino, while the portion of Pepper Avenue located north of approximately Spruce Street is wholly within the City of Rialto.

Proposed improvements include pavement rehabilitation and reconstruction of all damaged, missing, deficient, or non-ADA compliant PCC improvements within the project limits. This project also includes adjustment of existing surface utilities, such as manholes, valves, vaults and pull boxes to new finished grade elevations, traffic loop and traffic signing and striping replacement.

Our research and review of existing City as-built plans and Google maps, indicates that the project street is a major arterial with heavy truck traffic and variable lane configurations of one (1) or two (2) lanes in each direction, and a striped center median in most locations. The posted speed limit is 40 mph and Pepper Avenue does not appear to be a bus route.

Pepper Avenue within the project limits, serves a combination of single family, mobile home, commercial and industrial uses. On-street parking appears to be allowed on both sides of the street in some residential locations, and is restricted with red curb in other commercial/industrial locations.

The project street is generally a fully improved roadway with asphalt pavements, curbs, gutters, street trees, street lights, driveways, curb ramps, catch basins, manholes, valves, and other miscellaneous improvements However, our review did find that the roadway is not full width in some locations and there are also several areas of sidewalk gaps, missing curb and gutter, and A.C. berms within the project limits.

Design Issues
Pavement Rehabilitation: A brief field review of the project limits indicates that the pavement on Pepper Avenue is in very poor to moderate condition. A brief visual observation indicates that the existing pavement is experiencing moderate to severe pavement failure in certain areas including large lateral and 14 Technical Proposal for Pepper Avenue Street Rehabilitation Project KABBARA CIP No. SD20-010
ENGINEERINC December 17, 2020 (Rev, 1-19-21)
longitudinal cracks, block type cracking, rutting, areas of exposed aggregates, spalling, potholes, and large areas of severe alligatoring. There are also visible signs of utility trenching and patching.

Figare 1: Severe Pavement Distress on Pepper Avenue at Railroad Crossing R/W We anticipate that some total and localized reconstruction of failed pavement sections, subject to the recommendations or results of the geotechnical investigation, will be required, and that some sections of the project roadway section may be candidates for cold milling and overlay with an AC level course or pavement reinforcing fabric and ARHM cap to address and mitigate reflexive cracking.

City staff has confirmed that no roadway or parkway improvements are planned within the railroad R/W's, although the roadway pavement appears to be experieneing severe distress.

As requested, we have also included Geotechnical Services for performing field corings, laboratory testing and analysis, and preparation of a report with pavement recommendations for both localized full depth and overlay options, if feasible for this project. The geotechnical investigation includes a subsurface investigation and surface mapping to evaluate existing pavement sections, and an assessment to confirm if cold milling and overlays are feasible. We have included a total of 6 corings for this project, in lieu of 8 corings outlined in the RFP, as a more cost-effective methodology for this project.

Recommendations will be provided for the most cost-effective pavement rehabilitation strategy for the project. We anticipate that pavement sections will be designed for a minimum 10-year life or 20-year life, subject to City budget considerations. The KE Team will also collect traffic and truck counts, as required to develop the traffic index (T.I.) for pavement section design purposes. ape:
15 Technical Proposal for Pepper Avenue Street Rehabilitation Project KABBARA CIP No. SD20-010
ENGINEERING December 17, 2020 (Rev. 1-19-21)
Special attention will also be given to the design of street cross sections to ensure that any proposed header cuts do not fall within the travel lanes and that mild street crossfalls (5% max.) are maintained within the parking lanes, as required for safe ingress and egress.

Surface Drainage: Since the longitudinal slope of the project streets is very flat, we recommend that the detailed field and topographic survey include the Optional cross sections at 25-foot intervals, as required for design purposes in areas where curb and gutter are missing and street widening is required. City drainage considerations likely will control pavement rehabilitation alternatives for these project streets.

Our visual inspection indicated that most of the existing curbs and gutters and cross gutters within the project limits are in good condition. However, City staff has confirmed that no widening is required for the east side of Pepper Avenue from the Railroad Spur to 2°d Street, and we anticipate that the existing AC berm will be protected in place.

Figure 2: AC Berm on East Side, North of Rallroad Spur to 2d Street We also noticed that curb and gutter is missing and there is a sidewalk gap at the southeast corner of Etiwanda Avenue and 798 Pepper Avenue. It also appears that a right-of-way dedication may be required to improve Etiwanda Avenue to full width at this location, if required by the City of San Bernardino.

Figure 3: Sidewalk Gap & Missing Curb & Gutter at S/E Corner Etivanda Avenue 16 Technical Proposal for Pepper Avenue Street Rehabilitation Project KABBARA CIP No. SD20-010
ENGINEERING December 17, 2020 (Rev. 1-19-21)
Street Trees: Minor distress related to subgrade deformation was noted some locations, and visible uplift and damage from tree roots is present at a few locations throughout the project limits. Consultation and review of existing trees by the City Arborist will be required to evaluate the health of existing trees, and to provide guidelines regarding the feasibility of tree trimming and root pruning.

Where damage occurs in the curb and gutter, in lieu of root pruning, if the tree is distressed due to drought conditions, it may be possible to install a curb extension within the parking lane to protect the tree, if required, similar to Kabbara Engineering's successful design and construction on 3rd Avenue, for the City of Upland and on Chelten Way for the City of South Pasadena.

Figure 4: Lifted Sidewalk Due to Tree Roofs at 477 Pepper Avenue We also noticed several existing tree wells on the east side of Pepper Avenue that appear to be missing palm trees, and the feasibility of planting new trees or replacing the empty tree wells with new sidewalk paving will be evaluated during the preliminary design of this project.

DENGINEERING
Pedestrian Accessibility: City of San Bernardino and Federal requirements dictate that any damaged or existing concrete improvements such as sidewalks, access ramps and driveway approaches shall be reconstructed in conformance with American with Disabilities Act (ADA) and State Title 24 Standards and requirements. Any new improvements shall also comply with ADA requirements.

The KE Team also understands that any proposed pavement resurfacing methods will also need to reflect ADA requirements eliminating any change of grade at the lip of curb or gutter (due to past overlays) within the designated crosswalk areas or ADA paths of travel.

Our field review found that most ramps (53 each) within the project limits will need to be reconstructed to e in compliance with current ADA requirements for slopes, landings, grooving and detectable warning levices, which are now required on ramp surfaces and at landings adjacent to vehicular travel ways cous
Figure 6: Missing Curb Ramps & Substandard Cross Gutter at Atchison Street We anticipate that the 2 existing ramps on the southwest and northeast corners of the intersection of Pepper Avenue and Foothill Boulevard will be upgraded by Caltrans as a part of their Contract No. 08-1K360, and will not be included as part of this project.

Our field review found that there are existing sidewalk gaps from 2905 to 2906 Birch Street, and on the west side of Pepper Avenue, north of Rialto Avenue and on the east side of Pepper Avenue at Etiwanda Avenue and 2nd Street, as shown in Figure 2 and Figure 3, above. 18 Technical Proposal for Pepper Avenue Street Rehabilitation Project KABBARA CIP No. SD20-010

Many of the existing driveway approaches within the project limits also do not have ADA paths of travel across the approach.

The feasibility of upgrading all existing curb ramps and sidewalks and driveways to conform with federal ADA accessibility guidelines, and the effects on private properties will be evaluated during the preliminary. design phase of this project.

Handicap accessibility per Federal Americans with Disabilities Act (ADA) and State Title 24 requirements, will be incorporated into the design of all sidewalks, driveways, crosswalks, and curb ramps scheduled for reconstruction within the project limits.

For project with a construction date of March 2012 and after, the project is to be in compliance with the 2010 ADA standards (DOJ) specifically for the path of travel that includes curb ramps and sidewalk. "The alterations made to provide an accessible path of travel will be deemed disproportionate to the overall alteration when the cost exceed 20% of the cost of the alteration to the primary function area".

Traffic Signals, Signing & Striping: We anticipate that all existing traffic striping impacted by the proposed construction will be replaced with new thermoplastic striping, in conformance with current MUTCD requirements. New traffic striping for channelization purposes may also be required, since lane configurations vary throughout the project limits.

There are existing traffic signals at four (4) locations within the project limits, including the intersections of Pepper Avenue with Mill Street, Rialto Avenue, Foothill Boulevard (Caltrans R/W) and Baseline Road There are also two (2) uncontrolled midblock crosswalks within the project limits at Poplar Street (School Crossing) and at 312 Pepper Avenue. However, City staff has confirmed that no signal upgrades or modifications are proposed as part of this project.

Due to its proximity to Rialto High School and three (3) Elementary Schools, many existing crosswalks within the project area are painted yellow for school crossings.

Traffic Control & Construction Phasing: An effective Traffic Control and Construction Phasing plan will be critical to the success of this project in terms of budget, schedule and inconvenience to the existing residents, businesses and the traveling public. We anticipate that City traffic lane requirements will dictate that construction traffic detouring shall provide for continuous driveway and pedestrian access during construction and a minimum of one travel lane in each direction at all times.

We anticipate that traffic control requirements will be included in the project specifications for construction purposes, and that the selected contractor will prepare the project traffic control and construction phasing plans for City approval prior to construction. The preparation of traffic control and construction phasing plans is available as an Optional Service, if required by the City of San Bernardino, Caltrans or City of Rialto.

Due to the high traffic usages and the anticipated traffic lane requirements, the roadway must be restored or base-paved at the end of each day. To meet the tratic lane requirements, the only feasible pavement section is with full depth AC or some other similar measures. Maintaining access to businesses and residents will require temporary backfilling and paving in areas where full depth pavement replacement is proposed.

Utility Coordination: Special attention must be paid to the existing depth of the utilities and the amount of cover shown on existing as-built plans. This will impact the design depth of the proposed structural section, subgrade treatments, and the pavement alternates.

Special coordination will be required to determine if existing utility conflicts can be relocated and/or resolved.

Figure 8: Ex. Valve Box Conflict & Damaged Curb & Gutter 20 Technical Proposal for Pepper Avenue Street Rehabilitation Project KABBARA CIP No. SD20-010
ENGINTERING December 17, 2020 (Rev. 1-19-21)
An organized and thorough utility research, supplemented by our field survey of surface utilities, is required to identity potential conflicts, provide accurate design solutions and to avoid costly delays during construction. Plotting of underground utilities within the project limits, if required, is available as an Optional Service, upon request.

NDES Compliance: In conformance with NPDES requirements, we anticipate that if this proposed maintenance project results in ground disturbance of 1 acre or more, the contractor will be required to prepare, tle and implement a Storm Water Pollution Prevention plan and required BMP's as part of the project construction contract, and details and requirements for the SWPPP will be included in the project specifications for the contractor's use. Preparation of and SWPPP is not included in our scope herewith, but is available as an Optional Service, if required.

Caltrans & Railroad Coordination: The City of San Bernardino has confirmed that no improvements are planned within Railroad R/W as part of this project. Due to the existing Caltrans project on Foothill Boulevard, we also anticipate that no improvements will be required within Caltrans R/W on Foothill Boulevard. Therefore, no encroachment permit processing is included in our proposal herewith.

Construction Costs: The City of San Bernardino has allocated a total of $3,200,000, in their Capital Improvement Program budget for Project No.SD20-010 for street improvements. In addition to the required cost estimates at the Preliminary and Final Design project milestones, Kabbara Engineering will also evaluate all viable pavement alternatives for the project, per the recommendations of the geotechnical investigation. This evaluation will allow the City to consider the cost and feasibility of all viable pavement alternatives, including the latest developments in pavement technology, constructability, phasing and access management, so that the most effective design can be utilized for the project.

Kabbara Engineering also includes is a review of all Opinions of Probable Construction Costs by an designated external Construction Estimator, and comparison of actual recent bid costs on similar projects in the area. These proven steps will help to ensure that the City receives construction bids that are within budget and very close the final Engineer's Estimate.

g. OPC will receive and analyze the completed appraisal reports and will reconcile the real estate and fixtures and equipment conclusions, as necessary.

OPTIONAL- Appraisal Waiver Valuation/ Minimum Value Estimate (MVE) In Lieu of Appraisal In conformance with federal regulations, in the event that the value of an acquisition is estimated to be less than $10,000, we would recommend valuing those properties using a Waiver Valuation or Minimum Value Estimate (MVE) in lieu of a full right of way appraisal report. In these cases, a review appraisal would also not be required and would result in significant savings. Waiver Valuations would be completed in-house and are presented as an optional service. It should be noted though, that a waiver valuation would not be sufficient to condemn, if condemnation becomes necessary, in which case, a full appraisal report would need to be initiated.

1. OPC will mail a notification letter and acquisition policies brochure to the property owner requesting permission to conduct an on-site inspection of the property, advising them of their right to accompany OPC at the time of the inspection, and requesting information regarding the property appraised which could influence the appraised value:

OPC will review title information pertaining to respective ownership and will review drawings and other pertinent information relative to the parcel.

3. OPC will inspect the property personally with the owner (if possible) and document the inspection with photographs for use in the report.

4. OPC will perform market research to support the selected appraisal methodologie...

OPC will prepare the latest Caltrans Minimum Value Estimate form according to the Caltrans Right of Way Manual.

6. OPC will receive and analyze the completed MVE report accordingly.

Assumption: Our assumption for the right of way impacts is that the takes would be minor with minimal amount of square footage needed, uncomplicated and any valuation would be $10,000 or less. Based on this assumption, OPC assumes that sufficient valuation of each required interest can be accomplished via completion of a Waiver Valuation. Such valuations will be prepared in accordance with federal regulation 49 CPR 24.102C(2) and the Caltrans Right of Way Manual and will be provided in lieu of a full appraisal report. Pricing on MVEs will be provided at a later date.

Acquisition Services:

OPC will establish and maintain complete ard current ownership files in a form acceptable to the client for affected property:

3. OPC will work with the City's legal counsel in the preparation of all offer letters, summary statements, and lists of compensable items of fixtures and equipment, in accordance with state or federal regulations and approval of client.

4. OPC will present written purchase offer to owner or their representatives in person, when possible.

We will secure receipt of delivery of offer as practical and present and secure tenant information statements, as applicable.

5. OPC will follow-up and negotiate with the property owner, as necessary; prepare and submit recommended settlement justifications to client for review and approval; review any independent appraisal secured by property owner, and coordinate reimbursement of appraisal fees (up to $5,000) with client. Ongoing negotiations and settlement discussions will continue for eight weeks after the initial offer, or if settlement or impasse is reached sooner.

6. OPC will work with the City's legal counsel in the preparation and assembly of acquisition contracts, deeds, and related acquisition documents required for the acquisition of necessary property interests.

Legal descriptions to accompany easements or to accompany partial acquisition deeds are not included in this Scope of Work.

4, PROJECT SCHEDULE
Kabbara Engineering's approach to successfully executing the proposed services is based on a pro-active quality assurance management approach that allows our team to serve as a direct extension of the City staff.

Our strong commitment to total quality assurance follows a proven path of work elements and tasks which are anchored in our knowledge and experience with capital improvement design, construction principles, state and federal funding compliance, and jurisdictional agency requirements.

Quality Assurance is a key component of every Client's project and will be an on-going task within each project. Kabbara Engineering is committed to meeting our client's project schedules. Our excellent record of quality assurance, including project schedule and cost compliance is based on the following three-point plan:

Project Planning
We feel that project planning is a vital first step to reach our goal "project completion on-time". In planning a project, we will thoroughly define the mutually agreed upon project goals and requirements and break down the project into the tasks. Utilizing the Critical Path Method we rank each task, determine the resource requirements to accomplish each task, review any time constraint and allocate the necessary resources for maximum efficiency. Project tasks, responsibilities and goals will be clearly communicated and understood at all staff levels, as required to collaboratively develop the design for the project with the Client. Good planning is only the first step to accomplish our goal of ensuring schedule and budget compliance.

Project Tracking
We are constantly striving to meet all of the project time constraints through constant monitoring and tracking. To help us with this task, we use computers with the latest in project scheduling and tracking software to adhere to the project schedule. These tools allow us to manage our resources efficiently and adjust our planned course of action to meet the project schedule.

Communication
Clear communication between our design team our client is of the vital importance for all projects. We strive to keep our clients informed of the project schedule and design progress through our "STATUS REPORTS" which are provided in hard copy and will regularly be available and updated for the City's Project Manager on our secured access web site. These reports will identify any potential problems early on and help secure solutions. Status reports are prepared on a monthly or bi-weekly time frame depending on the client's needs and the project requirements.

Arlington Drive Bioswale & Dry Weather Diversion Project -ASCE 2018 ENVIRONMENTAL PROJECT OF THE YEAR AWARD: APWA 2018 B.E.S.T. PROJECT OF THE YEAR: & OCEC 2018 PROJECT ACHIEVEMENT AWARD
The Kabbara Engineering Team narrowed the east end of Arlington Drive to one lane in each direction, allowing us to meet the funding transportation nexus and create a bioswale to treat the runoff by trapping the primary pollutants of concern (Cadmium, Copper, Lead, Zinc), promoting infiltration and reducing storm water runoff to the Upper Newport Bay, an Environmentally Sensitive Area, and a high priority clean-up area, designated by the Santa Ana Regional Water Resources Control Board. The Kabbara Engineering Team effectively designed the new bioswale improvements to mitigate 100% of the tributary water quality flows, which included a complex series of flow splitting devices that were designed to capture and treat the water quality of "first-flush" surface runoff in the bioswale, while allowing larger flows to by-pass and enter the storm drain system during major storm events, all while meeting flood protection goals under both existing and future development conditions. In addition to the excellent water quality benefits, this project has resulted in numerous outstanding benefits to the community and their public agency partners, including traffic calming and implementation of the City's Bicycle Master Plan with 1 mile of a new off-street meandering and curb adjacent multi-purpose trail, landscape planting, irrigation, and pavement rehabilitation improvements which serve as safe public access to an adjacent college, high school, middle school, Tewinkle Sports Park, Volcom Skate Park, and the OC Fair. This project also resolved severe flooding issues with construction of a 54" RCP Master Planned storm drain system and improved safety and driveways to the OC Fair for bus and truck trailer access. Access to parks and schools was also improved by installation of a new mid-block traffic signal and 3-way intersection stop to enhance pedestrian safety, and the addition of new diagonal on-street parking spaces to better serve the Parks. This $4.69 million project was delivered on-schedule and under-budget by the Kabbara Engineering design team and fulfilled its public commitment to enhancing water quality, flood protection, traffic safety, access and beautification.
