In response to the Notice Inviting Bids dated January 24, 2024 and in accordance with the accompanying Instructions to Bidders, the undersigned hereby proposes to the City to furnish all labor, technical and professional services, supervision, materials and equipment, other than materials and equipment specified as furnished by the City, and to perform all operations necessary and required to construct the Project in accordance with the provisions of the Contract Documents and any addenda thereto, and at the prices stated opposite the respective items set forth in the Bid Schedule.

A total of 22 cores and associated subgrade samples were obtained from the excavations at the core locations. It was noted cores were taken from area where the pavement sections were disturbed. Core Number 15, on Garfield Street was in fair condition and does not Intersect with Mountain or I Street, therefore no core was taken. Additionally, Core Number 16, Tamarisk Ave from Atchison Street to South End, appeared to be in fresh pavement and therefore was not cored. We are presenting, herein, our findings and recommendations.
AUTHORIZATION
Authorization to perform this study was in the form of a phone call and email authorization from Saba Engineer a City of San Bernardino representative to Hilltop Geotechnical, Inc. on October 7 and 15, 2021 in reference to Proposal P21195.
This study was prepared for the exclusive use of The City of San Bernardino and their consultants for specific application to the new street pavement recommendations in accordance with generally accepted standards of the geotechnical and geologic professions and generally accepted geotechnical engineering and geologic principles and practices at the time this report was prepared. Other warranties, implied or expressed, are not made. Although reasonable effort has been made to obtain information regarding geotechnical / geologic and subsurface conditions of the site, limitations exist with respect to knowledge of unknown regional or localized off-site conditions which may have an impact at the site. report are valid as of the date of this report. However, changes in conditions of a property can occur with passage of time, whether they are due to natural processes or to works of man on this and/or adjacent properties.
FIELD EXPLORATION AND LAB TESTING
The field study performed for this report included a visual reconnaissance of existing surface and subsurface conditions of the roadways. A study of the street subsurface condition was performed to document and evaluate the existing pavement section and collect a subgrade sample. Surface and subsurface conditions were exploréd on October 7 and 15, 2021.
The scope of work consisted of excavating twenty-two (22) cores with a core rig and core bit of approximately eight" in diameter, and hand augering to collect a bulk sample of subgrade materials. The general locations of the exploratory excavations were selected by an HGI representative. Below are the results of the coring operation:

Representative bulk samples of on-site fill materials collected directly beneath pavement sections were returned to the laboratory for testing. One R-Value test was performed on each sample.
RECOMMENDATIONS
Based on the results of our investigation, the existing pavement sections are not considered structurally adequate for the anticipated traffic loads.
Addressed below are options which include removal of the existing pavement section and replacement with a structurally adequate section and for pavement rehabilitation, which includes grind and overlay.
Preliminary Flexible (HMA) Pavement Design
The pavement sections provided were formulated using the methods described in the Caltrans Highway Design Manual and should provide a 20-year design life if properly maintained. The following table provides the recommended flexible (HMA) pavement sections for the subject project.
