The Literacy Department at the Feldheym Central Library within the Jack L. Hill Lifelong Learning Center of the San Bernardino Public Library (SBPL) operates primarily on grant funding. The budget for this department, approved by the Mayor and City Council, is an estimate, as the actual amounts from the California Department of Education and the California State Library for California Library Literacy Services are not determined until the fall of each year. The Literacy Program consistently applies for these grants annually, with funding from the California Department of Education sourced from the Workforce Innovation and Opportunity Act, Title II: Adult Education and Family Literacy Act. Additionally, the Literacy Program is a partner of the San Bernardino County Workforce Development Board.
Beyond basic literacy services, the Jack L. Hill Lifelong Learning Center provides a range of services to enhance the lives of City residents. These include English as a Second Language classes, citizenship preparation, free computer classes, a wealth of resources and information on diverse subjects for adults and their families, and a Makerspace area for creative endeavors. Moreover, the center offers after-school homework assistance for students in kindergarten through eighth grade. This assistance is provided in person at two library locations, staffed by a combination of Literacy Department personnel and work-study students from California State University, San Bernardino (CSUSB).
