Date: May 1, 2024
To: Honorable Mayor and City Council Members
From: Charles A. Montoya, City Manager
Department: City Manager's Office
Subject: Adopt a Resolution Adding Dignity Moves as a Joint Applicant with the City and Lutheran Social Services
of Southern California for the Homekey 3.0 Grant
Funding Application (All Wards)
Recommendation:

It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2024-093 authorizing a joint application to and participation in the Homekey Program with Lutheran Social Services of Southern California and Dignity Moves.

Executive Summary
The City, Lutheran Social Services of Southern California, and Dignity Moves submitted a joint application for a Homekey 3.0 grant and were awarded $35 million on December 9, 2023. In reviewing the documents, California’s Department of Housing and Community Development (HCD) noticed that the original resolution that authorized the submittal of a joint application did not name Dignity Moves as one of the co- applicants. HCD is requesting for a correction to be made by adding Dignity Moves to the resolution, which is being done by adopting a new resolution.

Background
On April 26, 2023, the Mayor and City Council adopted Resolution No. 2023-057 authorizing the City to submit a joint application with Lutheran Social Services of Southern California (LSSSC) to apply for a Homekey 3.0 grant to fund the development of the San Bernardino Community Wellness Center (“Wellness Center”). The Wellness Center consists of 140 interim housing units and an onsite federally qualified health clinic, where case management, behavioral health treatment, and other services will be provided. On December 9, 2023, the City, LSSSC, and Dignity Moves were awarded a $35 million Homekey grant award for the project. 2 0

Discussion
California’s Department of Housing and Community Development (HCD) is requesting for a correction to be made to the resolution that was adopted by the Mayor and City Council on April 26, 2023. The original resolution authorized the City to submit a joint application for the Homekey grant with LSSSC but it did not include Dignity Moves as one of the co-applicants. Since Dignity Moves is a co-applicant for the grant award, HCD is requesting for a corrected resolution to be submitted. Dignity Moves is the developer of the project and is responsible for coordinating and managing all phases of the project, including overseeing design development, construction documentation, and administration.
2021-2025 Strategic Targets and Goals
The corrected resolution aligns with Key Target No. 3: Improved Quality of Life.

Fiscal Impact
There is no fiscal impact associated with this item.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2024-093 authorizing a joint application to and participation in the Homekey Program with Lutheran Social Services of Southern California and Dignity Moves.
