Subject: Animal Commission Appointment of Jodi R. Kroeger (Ward 4)
Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the appointment of Jodi R. Kroeger to the Animal Control Commission representing Ward 4 with the term ending December 2026. Jodi R.
Kroeger will replace Sharon A. Negrete. Council Staff has verified that appointee is a registered voter within the city.
Executive Summary
The appointment of Jodi R. Kroeger to the Animal Control Commission will replace Sharon A. Negrete for Ward 4. Ms. Kroeger is a resident of the City of San Bernardino and her term will end on December 2026.
Background
The Animal Control Commission was established by Resolution No. 2018-45 on February 21, 2018, and is charged with advising the Mayor, City Council and City Staff on matters pertaining to animal control in the City. The Commission is also charged with serving in an advisory capacity on strategies, policies and programs designed to ensure quality care for animals housed at the City of San Bernardino’s Animal Shelter.
The Commission is comprised of nine (9) members who serve at pleasure of the Mayor and City Council. Pursuant to Chapter 2.17 of the Municipal Code, each City Council Member shall nominate one member who shall serve during and for the term of the nominating Council Member, and the Mayor.
Discussion
Members are appointed to the Animal Control Commission on the basis of 2 2

demonstrated knowledge and experience in the area of animal care, animal husbandry, wild animals, animal behavior and/or other areas which relate to the mission and purpose of the commission. Jodi Kroeger, a resident of the City of San Bernardnio, meets these requirements based on her professional experience. Mrs. Kroeger currently serves as the Animal Services Supervisor for the City of Redlands Animal Shelter. Previously, she was employed by the City of San Bernardino as an Animal Control Officer and Supervisor, and by Franklin County Animal Care and Control as a Field Supervisor.
