Goods Specifications
1. Vehicle Type and Size:
The vehicle shall meet the following specifications:
Armor:
a) The vehicle shall be constructed entirely of steel, with armor capable of withstanding .50 caliber ammunition on all sides, including windows, engine area, and gunports. The armor shall meet or exceed protection levels known as B7, 50 cal. NIJ, or Level IV. b) The vehicle shall be equipped with a locking roof hatch observation turret capable of 360-degree rotation. The turret shall be designed to open and close with zero gravity, allowing for one-hand operation. The Vendor must demonstrate this functionality via video or in person.
c) The vehicle shall include a three-position height-adjustable stand beneath the roof hatch turret, enabling personnel to stand for extended periods while observing from the turret. The Vendor must demonstrate this capability via video or in person. d) The vehicle shall include a minimum of three seven-inch rectangular gunports on the passenger side and three seven-inch rectangular gunports on the driver's side. e) The vehicle shall include two additional seven-inch rectangular gunports on the rear doors, with one located on each door.
f) The gunports shall be lockable in the closed position. g) The vehicle shall include an armored oil pan.
h) The vehicle shall include a front skid pan.
Passenger Hauling:
i) The vehicle shall be equipped with double-welded ballistic steel metal running boards with non-slip surfaces that wrap around both sides and the rear of the vehicle. The running boards shall be of adequate width to support personnel standing on them. Bolt-on running boards are not acceptable.
j) The vehicle shall include a roof-mounted handrail that mirrors the placement of the running boards on top of the vehicle.
k) The vehicle shall include rear interior bench seating with storage space for equipment underneath the seats. The bench seats shall be a minimum of 72 inches in length. 1 1) The vehicle shall include rear-facing flip-down seats behind the driver and front passenger seats.
m) The vehicle shall have the capacity to seat 12 fully equipped police officers. n) The vehicle flooring shall be textured or rubber weather-resistant material.
Engine/Mechanical:
o) The vehicle shall be equipped with a 4WD option and shift-on-the-fly capability. p) The vehicle shall have a V8 turbo diesel engine with a minimum output of 330 horsepower and 825 ft.-lbs. of torque.
q) The vehicle shall be equipped with a heavy-duty 10-speed automatic transmission with overdrive.
r) The vehicle shall be capable of achieving freeway speeds of 75 MPH or greater. s) The vehicle shall be equipped with dual 397-amp alternators or greater. t) The vehicle shall include dual batteries (750 CCA, 78 amp-hr., 12V).
Lighting:
u) The vehicle shall have low-profile, California-compliant emergency LED lights mounted on the exterior above the windshield.
v) The vehicle shall have low-profile amber and blue LED lights placed above the roofline at the rear of the vehicle.
w) All emergency red, blue, and amber LED lights shall have flash or strobe capability. x) The vehicle shall include a takedown white LED lightbar with infrared capability mounted on the front bumper.
y) The vehicle shall have two roof-mounted remote-control LED spotlights, capable of rotating to cover all sides of the vehicle.
z) The vehicle shall be equipped with red and white interior lights, allowing the operator to select appropriate lighting for conditions (normal vs. low light operation).
General:
aa) The vehicle shall be finished in a matte olive drab green or a similar color with no luster.
bb) The paint finish shall be chip and scratch resistant. 2 cc) The vehicle shall have four doors (two on the passenger side and two on the driver's side) with a fifth point of entry at the rear of the vehicle. The rear entry point shall be enclosed with side-by-side, outward-swinging doors, capable of locking in both the fully open position and at the 90-degree open position.
dd) The vehicle shall include power electric mirrors with interior controls. ee) The vehicle shall be equipped with an intercom, public address loudspeaker system, and siren.
ff) The vehicle shall include a camera system with a monitor providing 360-degree views of the area surrounding the vehicle.
gg) The vehicle's wheels (rims) shall be matte black with no luster. hh) The vehicle's tires shall be off-road or all-terrain, run-flat series. ii) The vehicle shall have a minimum of 11.5 inches of ground clearance. jj) The vehicle shall have a shortened 135-inch wheelbase to improve the turning radius.
The Vendor shall provide a warranty for this feature.
kk) The vehicle shall be equipped with front and rear high-capacity climate control systems (heating and cooling) capable of operating efficiently in high heat desert climates.
II) The vehicle shall be equipped with a hydraulic front-mounted receiver with ram post and plate, along with a break-and-rake accessory, and must be capable of accommodating a gas delivery system.
mm) The vehicle shall include a battery trickle charger with auto-eject capability. nn) The vehicle shall include a wiring prep package for an interior communications radio, accessible to both the driver and the front passenger.
2. Vehicle Warranty:
a) The vehicle shall include a powertrain warranty of five years or 60,000 miles, whichever occurs first, and a bumper-to-bumper warranty for a minimum of three years or 36,000 miles, whichever occurs first.

The vehicle shall be delivered within fourteen (14) months from the execution of this Purchase Agreement.
