Re: Parcel Detachment at the southeastern corner of 5t Street and Victoria Avenue, City of San Bernardino, Assessor's Parcel Number 1192-551-01 Dear Ms. Clayton,
This letter is a request for consideration by the City of San Bernardino to support a joint Local Agency Formation Commission (LAFCO) Application with the City of Highland for a Sphere of Influence adjustment and the detachment and annexation of a .56-acre parcel, APN 1192-551-01 located at the southeast corner of 5t Street and Victoria Avenue. This request coincides with a development proposal by Patriot Development Partners to construct a 173,976 square foot tilt-up warehouse on 7.23 acres straddling city boundaries. The City of Highland believes this is a good opportunity to straighten city boundaries and better identify and coordinate services for both jurisdictions.
On December 7, 2022, Patriot Partners submitted their initial Land Use Entitlement Applications which prompted the reorganization proposal. Subsequently the City of Highland contacted LAFCO to introduce the item and completed a Fiscal Analysis and Plan for Service. An Initial Study/Mitigated Negative Declaration was prepared and made available for public review from October 18, 2024 through November 18, 2024. Legal noticing and Native American consultations have occurred as required by both Assembly Bill 52 and Senate Bill 18. The City of Highland has been in contact with affected agencies including the Inland Valley Development Agency (IVDA), the San Bernardino County Sheriff's Office (Highland Police Department), and California Department of Forestry and Fire Prevention (Highland Fire Department). Each of these agencies were supportive of the action. Also, the City of Highland recently provided preliminary notice to the San Bernardino County Fire Department (San Bernardino Fire Department) who would, if the LAFCO application was successful, have a reduced Sphere of Influence and detachment from Valley Service Zone and Zone FP-5.
Comments are pending.
Attached for your reference are the project development plans and the Initial Study/ Mitigated Negative Declaration which includes the Fiscal Analysis and Plan for Service.
