2 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN 3 BERNARDINO, CALIFORNIA ESTABLISHING THE ARTS AND HISTORICAL
PRESERVATION COMMISSION
WHEREAS, the City Council previously established the Fine Arts Commission and 5 the Historical Preservation Commission as two separate bodies by ordinance; and 6 WHEREAS, the City Council in implementing the new charter provisions has 7 8
9 WHEREAS, the City Council has adopted an ordinance repealing the ordinances 10 establishing the Fine Arts Commission and the Historical Preservation Commission; and 11 WHEREAS, the functions previously carried out by the Fine Arts Commission and 12 the Historical Preservation Commission will be reassigned to a consolidated commission which the Council desires to form by enactment of this Resolution. 13 NOW, THERFORE, BE IT RESOLVED BY THE MAYOR AND CITY
14 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
15 SECTION 1. The Arts and Historical Preservation Commission is hereby created to 16 serve in an advisory capacity to the Mayor and City Council in all matters pertaining to the 17 18 arts, culture, and historic preservation and heritage in the City. The Commission shall study 19 and advise the Mayor, City Council and the City Manager and make recommendations with 20 respect thereto.
21 SECTION 2. The Arts and Historical Preservation Commission shall:
22 A. Recommend for the Mayor and City Council a set of goals and annual objectives 23 that will serve the visual, performing, literary, and multi-media arts; 24 25 B. Serve in an advisory capacity to the Planning Commission in making 26 recommendations relating to the designation, preservation and protection of 27 historical properties;

C. Promote public interest in, and understand of, historical and scenic properties and 1 2 the preservation thereof;
3 D. Develop recommendations concerning the allocation of City resources, as 4 available, for the support of historic and cultural affairs, events, and programs 5 within the City;
6 E. Recommend positions on matters pertaining to federal, state and local policies, 7 8 programs and procedures, and any legislation affecting the City's cultural and 9 historical assets and resources; and
10 F. Perform other related duties as outlined in Resolutions adopted by the Mayor and 11 City Council or the Municipal Code and such additional duties and functions as 12 may be required from time to time by specific action and direction of the City 13 Council.
14 15 SECTION 3. The members of the Commission shall be appointed and serve pursuant 16 to the provisions of Chapter 2.17 of the San Bernardino Municipal Code. Members shall be 17 appointed on the basis of demonstrated knowledge and experience in the areas of visual, 18 performing, literary, and multi-media arts, cultural and architectural heritage or other areas 19 which relate to the mission and purpose of the Commission. 20 21 SECTION 4. Each member of the Commission shall serve without compensation. 22 Immediately after appointment and qualification of any new Commission members, the 23 Commission shall organize by electing from among its membership a chair and vice chair. 24 Regular meetings shall be held at least bimonthly or six times per year. Five members shall 25 constitute a quorum, but a lesser number of members may adjourn from time to time. 26 27
28 SECTION 5. This Resolution shall take effect upon the effective date of the 1 2 ordinance repealing San Bernardino Municipal Code Chapters 2.23 Historical Preservations 3 Commission and 2.30 Fine Arts Commission.
