City of San Bernardino
Re: RFP F - 24 - 1022, Norman F. Feldheym Public Library Improvements Dear Ms. Parra,
Bell Design Group excels in cultural, commercial and residential buildings infused with creativity that provide elevated experiences for visitors and staff alike. We are a dynamic and diverse studio with a commitment to contextual and culturally relevant architecture and interiors. We are experienced in architectural design, adaptive reuse, accessibility improvements, interior design, and branding.

Embedded in the ethos of our studio is a collaborative spirit vis-à-vis clients and consultants.

Although there are specific staff assigned to this project, it will be put in front of our full team of architects, designers, code experts, artists, and administrators with extensive knowledge and varied experiences. Bell Design Group is a Southern California practice with decades of experience working on the existing public and private building stock. We know what our local buildings are made of, how they succeed and how they fail, how they acquire value through iconic design, and how they must evolve to meet the new demands of net zero design.

We understand the pivotal role a public library has as a multi-cultural resource, source of pride and as a mixing chamber for community ideas and encounters. We believe this goes beyond conventional library uses and are excited to collaborate with library staff to leverage and maximize limited resources to expand digital access and more to this growing and diverse community.

Our team is committed to exceeding the requirements of the solicitation, and we look forward to working together to deliver an exceptional public resource.

Best Regards,
neve

TECHNICAL STANDARDS
Bell Design Group primarily utilizes a 3D BIM
software developed by Craphisoft named

This technology allows us to work more precisely

to import and export files seamlessly in multiple

may be using other programs such as AutoCAD

us to reduce construction conflicts by ensuring
precise placement of elements in 3D. Conflicts

B, G NORMAN F. FELDHEYM PUBLIC LIBRARY IMPROVEMENTS RFP 27 PROPOSED METHOD This project involves providing necessary renovations to the existing infrastructure and installing PROJECT UNDERSTANDING & improvements to increase efficiency and modernize the Norman F. Feldheym Public Library. The

METHODOLOCY
library, originally constructed in 1985, is in need of efficiency improvements and overall modernization.

Understanding that the scope of the improvements has been carefully developed in consultation with architects and engineers, Bell Design Group would carefully review these findings during the conceptual design phase and understanding that our task is to improve the facility while working within the overall project budget. The program included in the RFP involves replacing and upgrading elements of the existing mechanical and electrical systems, installing more energy efficient windows and doors, and repairing structural foundations and water damage. ADA accessibility improvements will also be required as disclosed. We see our role as two-fold. First, we intend to serve as the "hub" consultant, like a project manager, coordinating the design team. We will establish a communication protocol and points-of-contact to streamline the process and provide comprehensive guidance and robust documentation. Second, we hope to continue the first architect's work as we begin more detailed design by looking for further opportunities to enhance the overall visitor experience, creating enticing public spaces for the expansion of digital engagement and other library uses.

Bell Design Group (BDG) has decades of experience modernizing existing facilities for various uses in diverse communities. We have selected our consultant team based on this specific scope of work to ensure that the project is a success. The BDC team understands that the City was awarded a $6.4 million dollar grant to improve this facility and we will ensure the funds are leveraged effectively.

TASK 1 CONCEPTUAL DESIGN PHASE
Upon receiving the Notice to Proceed, BDG will request all reports and prior documentation. including surveys and photos, that the previous consultants provided and other documents the City deems necessary for our full understanding of progress to date. We will begin our review of these documents while we coordinate between the City and the design team to schedule a kickoff meeting with project stakeholders to further clarify project schedule, goals, standards, and preferences.

This will be immediately followed by a systematic field walk of the existing facility to confirm and supplement as needed existing photos, reports, and other documentation, and check all accessible elements to confirm compliance or non-compliance with current building code requirements. The eight items listed in the scope of work summary in Exhibit A of the RFP will be carefully documented The major elements of the structure such as floors, walls and ceilings will then be virtually modeled in 3D BIM software which BDC utilizes to ensure accuracy and reduce conflicts between systems. BDG will also provide rendered visualizations of how the building will appear after modernization efforts have been completed
During the initial stages of conceptual design, the project team will develop the plans and design in a manner that can be presented to the city council and community at least twice in a public meeting. as specified in Exhibit A of the RFP. These meetings and resulting feedback will help to develop the design further and ensure continuity with the city and community goals. Prior to the second meeting with the city council and community, BDG will task our cost consultant with the preparation of a preliminary construction cost estimate which will verify that the project is on track to comply with the stated budget.

TASK 2 CONSTRUCTION DOCUMENTS PHASE:

Upon successful completion of the Conceptual Design Phase and approval to proceed into the construction documents phase, BDC will begin development of plans and specifications targeting a 60% completion set that will be used to prepare a second construction cost estimate and serve as the initial plan submittal to all city agencies to begin the plan review process. Prior to submitting the 60% completion set of drawings, BDG will meet with city staff to ensure that all items approved by the city council and community are included in the drawings.

B G
D NORMAN F. FELDHEYM PUBLIC LIBRARY IMPROVEMENTS RFP 28 PROPOSED METHOD Following a two-week review period for the City to review the 60% set of drawings, BDG will begin PROJECT UNDERSTANDING & addressing comments and feedback. BDG will strive to complete this process within (2) submittal

METHODOLOCY
milestones and obtain necessary approvals after the second submittal. The second submittal will serve as the 90% set of design plans in accordance with the requirements of Exhibit A of the RFP.

Concurrently during this plan review process, BDG will submit plans to and confer with I-REN to ensure that the elements outlined in the scope of work are producing the targeted energy savings.

Once the milestone reviews are complete, the resulting design package will be used for the bidding and a final construction cost estimate. This will conclude the Construction Documents phase of work.

TASK 3 BID & CONSTRUCTION SUPPORT
BDG will provide services to review bids and assist city staff in selecting a qualified contractor to perform the scope of work outlined in the final design package. During the bid phase, BDG will be available to respond to contractor requests for information and issue any addenda required resulting from such questions. This will include attending a public meeting where bids will be opened and bidders will be interviewed. One meeting is anticipated to be required to complete this process.

TASK 4 CONSTRUCTION DESIGN SUPPORT & RFI RESPONSE
Once the City has selected a qualified contractor, BDG will provide construction phase support that will include bi-weekly job-site meetings and alternating bi-weekly virtual meetings to ensure that the design team is actively involved throughout the construction process. This proposal includes bi-weekly meetings for a period of 24 weeks, a typical time frame for construction of projects of this scale. Additional site visits and meetings will be billed at BD's hourly rates in effect at the time such services are required. Contractor-generated requests for information (RFIs) will be responded to promptly.

Once it is determined that construction is 90% complete, BDC will perform a job walk and create a punch list of items required to achieve substantial completion of the project. Once the project is substantially complete, BDC will conduct a final walk-through. At that time, the contractor will be asked to deliver all product manuals and warranties, including all maintenance requirements and warranty time periods.
