Subject: Proposal to Provide Professional Engineering Design Services for Traffic Calming Measures on 28th Street
Dear Mr. Jabsheh:
Willdan Engineering (Willdan) is pleased to submit this proposal to provide professional engineering design services to implement traffic calming measures on 28th Street between H Street and Waterman Avenue in the City of San Bernardino. Based on the provided conceptual design plans, we understand the City would like to construct six (6) short-raised medians angled along the centerline, six (6) bulb-outs, three (3) traffic circles, and six (6) chicanes or short-raised median designs between G Street and E Street. In addition, Willdan evaluated the rest of the project limits and recommends an additional three (3) traffic circles on 28'h Street at Genevieve Street, Pershing Avenue, and D Street, and two (2) short-raised median designs at Stoddard Avenue and Crescent Avenue. We understand the City desires the medians and bulb-outs to be hardscaped and not include any irrigation or landscaped areas.
To be cost efficient, the concrete curbs for the raised medians and traffic circles will be surface-mounted and doweled into the existing asphalt pavement surface. The bulb- outs will be constructed with standard curb and gutter to allow the drainage to flow past around the curb extensions. The medians, traffic circles, and bulb-outs will also include traffic reflective markers together with the revised traffic striping that will help direct motorists to proceed through the chicanes in a safe manner as shown on the approved concept plans that will result in slower vehicle speeds through the neighborhood.
Willdan recently completed the design of the Santa Anita Avenue Active Transportation Project that constructed 8 similar bulb outs that won an award from Los Angeles County for Outstanding Active Transportation Project in 2023. Two of the bike lane projects Willdan designed also won an APWA award for BEST Projects of Year in 2023. We hope to carry that experience through to give San Bernardino the best possible project.

SCOPE OF WORK
Task 1 - Project Management and Meetings
Conduct all tasks necessary to complete the project, including day-to-day project management, meetings, progress reports, project communication and agency follow-up, project scheduling and tracking, invoicing, and overall administration of the project.
2. Meet a pre-design (kick-off) meeting with the City staff to discuss areas of concern, define project limits, obtain historical information, and establish lines of communication. Develop a timeline and task lists for completion of the design.
3. Attend up to two (2) staff level meetings/conference calls to discuss project issues and status for the various design submittal stages.
4. Prepare and conduct two (2) in-person presentations of the proposed traffic calming improvements for 28'h Street at the Public Safety and Human Relations Committee meetings that are held the second Monday of each month. One presentation will be conducted at the beginning of design and another presentation will be conducted at the conclusion of the design.
Task 2 - Preliminary Engineering
Task 2.1 - Preliminary Investigation
1. Obtain any available as-built drawings, survey data and utility contact information from the City. The research may include assessor parcel maps, tract maps, recently completed or planned improvement drawings, as-built drawings for street, signing, striping, and storm drain, as well as municipal improvements such as water and sewer as-builts, atlases, and/or GIS information. Willdan will verify known underground utilities to avoid | conflicts with proposed bulb-out improvements.
2. Conduct a field investigation to verify existing topographic conditions and identify unusual or special conditions, if any.
Task 2.2 - Utility Coordination
Provide utility coordination, including notices to all utility companies in accordance with City's procedures. All documentation of contacts and responses will be copied to the City. Willdan will prepare utility notices and deliver them to the City for mailing under City letterhead. If so desired by the City, Willdan can COMPREHENSIVE. INNOVATIVE. TRUSTED W

transmit these notices under Willdan's letterhead; however, the City shall be responsible for any fees assessed to Willdan by the utility companies. In either case, all responses, questions, and correspondence from the utility companies will be addressed to Willdan's Utility Coordinator.
Task 2.3 - Design Survey
Obtain benchmarks, centerline ties, and other available survey data from the City of San Bernardino.
Obtain information and mapping for record monuments, centerline, and right-of- way information from the County Surveyor's office.
3. Perform topographic survey on 28th Street between H Street and Waterman Avenue at the following intersections:
a) 28th Street and Lugo Avenue
b) 28th Street and Sepulveda Avenue
c) 28th Street and Wall Avenue
Topography of project limits extending up to right-of-way and 50-feet beyond intersection limits. Survey will collect standard topographic detail hardscape, driveways, surface utilities, striping, etc.) of all features within project limits described above.
4. Prepare topographic mapping of all survey detail collected. Review and revise with a field walk and required drafting revisions, if any.
5. Create record centerline based on retrieved record information and existing centerline monumentation.
6. Create record right-of-way lines from available records, supplementing with assessor's tax map information where necessary.
Task 3 - Plans, Specifications, and Estimates (PS&E)
Prepare a title sheet using the City's title block including vicinity maps and general notes.
2. Prepare two (2) bulb-out detail sheets at a scale of 1" = 5' for the proposed curb extensions at the following intersection:
a) 28'h Street and Lugo Avenue
b) 28th Street and Sepulveda Avenue

c) 28'h Street and Wall Avenue
These details will include all elevations, slopes, and dimensions required for construction at a scale of 1"=5' using AutoCAD 2025
Prepare a detail sheet for the medians and traffic circles. This detail sheet will include general details for the surface mounted curbs over the existing pavement section and concrete hardscape between the curbs. These details will be standard for the project and not site specific.
4. Prepare signing and striping plans at a scale of 1"=40' using AutoCAD. The signing and striping plan will provide motorists clear direction to travel through the chicanes and feature proposed traffic striping, pavement markings, and signage.
5. The final plan set will include the following
Title Sheet 1 sheet
Construction Details 1 sheet
Bulb-out Details 2 sheets
Median/Traffic Circle Details 1 sheet
Signing & Striping Plans 3 sheets
Total 8 sheets
6. Prepare a detailed engineer's estimate in Microsoft Excel spreadsheet format.
The items will be arranged in chronological order of construction. The estimate will be based upon recent bid prices for similar projects as maintained by the City, Willdan, and Caltrans. Backup quantity calculations will be provided showing detailed computations for accuracy of the quantities upon request.
7. City will provide Willdan with its boilerplate specifications and general technical provisions in the current version of Microsoft Word for Windows format. Willdan will be responsible for compiling the project specifications, signed by a civil engineer registered in the State of California, which are complete and ready for bidding purposes. The latest edition of the Greenbook (Standard Specifications for Public Works Construction and subsequent amendments) will be used on the project, except for traffic design. The technical portion of the Caltrans Standard Specifications will be used for the traffic design.
8. Submit 85% and 100% PS&E to the City for review and comment.
9. Upon receipt of final comments, make final revisions and submit final plans plotted on mylar for City advertisement and bidding.
