SUBJECT: TASK ORDER NUMBER 003 FOR ENGINEERING SERVICES
PLEASANT HILL DRIVE STORM DRAIN
REC JOB #16749-K
Dear Boules,
As we discussed, you would like Rick Engineering Company (RICK) to provide civil engineering services for the City of San Bernardino. The city is interested in investigating the current condition of the drainage system within an existing easement between Baldridge Canyon Drive and a Flood Control channel to the west, assess the impact of the erosion on the property at 3480 Pleasant Hill Drive, and develop a design solution to address the issue to prevent further damage.
The project anticipates replacement for up to 250 LF of concrete and corrugated metal pipe storm drain between Baldridge Canyon Drive and a Flood Control channel. It is anticipated that the existing inlet structures that picks up flow from Baldridge Canyon Drive will be maintained. The RiVeRSIDE SACRAMENTO
ibutary area to be analyzed hydrologically is anticipated to be up to 25 acres in size. Th lydrologic analysis will also consider tributary flows from the curb inlet located approximately 45 feet to the east on Palm Ave which is understood to be tributary to the lateral system, but investigation and consideration of repairs/replacement for the section of storm drain east of Baldridge Canyon Drive is not included with this scope of work.
We recommend the city perform video inspection of the existing storm drain pipe, if not already ORANGE done so, to determine the extent of pipe replacement. It is assumed that the city or the city's contractor has performed or can perform this service. Video inspection is not included with this scope of work.
The scope of work is described in detail below.
SCOPE OF WORK
ick Engineering Company "Consultant" agrees to perform the following listed services for th ompensation stated below in Section I\

Field Survey search for and data collect existing controlling centerline monumentation. Analyze field located monuments compared with the record mapping, and complete centerline survey analysis with only certain adjacent public right of ways as needed. Note that the use and reliance of existing monuments of record is required to complete this task. If monuments of record do not exist in the field, an additional scope and fee Property lines, Centerlines and rights-of-way will be determined based on record mapping and field survey. Title report to be provided by the client.
C. Existing Topography
Consultant will provide a field survey of surface improvements; a full topo of the Flood Control District easement north of Lots 8 and 9 of Tract Map No. 4986, between Baldridge Canyon Drive going West to the Flood control Channel West of Lots 9 and 10 of said Map. The survey will include a full topo of the said channel, 50 feet North of and South of the said easement. Topo will include grades with spot elevations; spot elevations to define the existing ground; any observable utility surface appurtenances, including locating any existing Storm Drain improvements, adjacent property fences, natural flowlines, and trees.
Deliverable will be a CAD file. Topo will be 1' contours at 40 scale.
Basis of bearings will be a local centerline bearing, based on record mapping.
Vertical information will be based on available City benchmarks being NAVD 88.
Fees are based upon current prevailing wage for field crews.
D. Design Development

E. Storm Drain Plans
Consultant will prepare one (1) set of storm drain plans (approximately 250 LF) to replace the existing deteriorated CMP pipe from the catch basin at Baldridge Canyon Drive and the existing earthen flood control channel to the west. A new headwall, rip rap and grading to repair the eroded slope within the city's storm drain easement at the outlet point to the channel and a maximum of 25-feet south of the outlet point on the channel (1,100 SF area/130 CY earthwork assumed) would be proposed. The plans to be set at a scale of 1"=40' and include plan and profile views. Scope assumes coordination with San Bernardino Flood Control District will be necessary for the regrading in the eroded area and installation of rip rap within lans will be submitted to the City of San Bernardino at 30%, 60%, and final Submittal will include the storm drain plans and bond estimate of the propose improvements.
30% submittal is intended only to get clearance from the City of San Bernardino on the horizontal alignment of the system. Vertical design may not be provided at this Scope assumes that all storm drain structures will be prepared per standard plans and no structural design/details for system will be required.
Scope does not include any existing utility relocation plans if any conflicts are found during design/construction. Traffic Control plans are not included with this scope and fee.
It is recommended that a geotechnical engineer review the site and make replacemen. This is not cludesed our dice an the trenching for the storm drain Specifications are per separate scope item below.
Final Drainage Study Letter Report
Consultant will prepare and submit to the City of San Bernardino one (1) drainage study letter report in support of the proposed work to investigate, repair, and/or replace an existing storm drain lateral to the Baldridge Creek flood control channel.
The area where repairs are anticipated to be required is understood to extend east from the existing curb inlets on Baldridge Canyon Drive (approximately 250 lineal feet). Included are rational method hydrology (modified rational method) for the tributary area (up to 25 acres), hydraulic capacity calculations to support replacement of the existing storm drain (as necessary), drainage study map, anc the letter report. The hydrologic analysis will also consider tributary flows from the curb inlet located approximately 450 feet to the east on Palm Ave which is licp.rickeng.com/projects|C_RIV_G\16749\16749K_RO\2024\San_Bernardino_SD_Pleasant_Hill Revised_2024_1209_agreement R on-call list_task_order_3.docx
