RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN
BERNARDINO, CALIFORNIA, ESTABLISHING THE ANIMAL CONTROL
COMMISSION
WHEREAS, the City Council previously established the Animal Control Commission by ordinance; and
WHEREAS, the City Council in implementing the new charter provisions has evaluatedthe community' s need for various committees and commissions and desiresto eliminate somebodies and consolidate othersto increaseefficiency andpreservescarce resources; and
WHEREAS, the City Council hasadoptedan ordinancerepealing the ordinance establishing the Animal Control Commission; and
WHEREAS, the City Council desiresto establishtheAnimal Control Commissionby enactmentof this resolution, andestablishits dutiesandmembership.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Animal Control Commission is hereby created to serve in an I advisorycapacityto the Mayor andCity Councilin all matterspertainingto animalcontrol and to make recommendations with respect thereto.
SECTION 2. The Animal Control Commission shall study and make recommendationsto the Mayor and City Council on matters concerning the City' s animal control regulations, and such other matters asmay be directedby the Mayor and City Council.
SECTION 3. The Animal Control Commission shall:
A. Provide advisory recommendations to the Mayor and the City Council on strategies, policies, and programs designedto ensurequality carefor animals housedat the City of San Bernardino' s Animal Shelter;
B. Serve as a liaison to the Mayor, the City Council, and the city staff on behalf of the community in matters related to the City of SanBernardino' s Animal Shelter Services; 1 1

28 C. Increase awareness of animals available for adoption at the shelter; D. Educate the community regarding the humane treatment of animals and other matters related to animal shelter services;
E. Address suchmatters asmay otherwise be assignedto the Animal Control Commissionundertheprovisionsof the SanBernardinoMunicipal Codeor by City Council action.
SECTION 4. The existing members of the Animal Control Commission previously establishedby ordinance shall continue to serve as Animal Control Commissionersuntil they are replaced. Members of the Commission shall be appointed and serve pursuant to the provisions of Chapter 2. 17 of this Code. Members shall be appointed on the basis of demonstratedknowledge and experience in the areaof animal care, animal husbandry, wild animals, animal behavior or other areas which relate to the mission and purpose of the Commission.
SECTION 5. Each member of the Commission shall serve without compensation.
Immediately after appointment and Qualification of any new Commission members, the Commission shall organize by electing from among its membership a chairman and a vice chairman. Regular meetings shall be held at least quarterly. Five members shall constitute a quorum, but a lessernumber of members may adjourn from time to time.
SECTION 6. This Resolution shall take effect upon the effective date of the ordinance repealing Municipal Code Chapters 2.26 Animal Control Commission. 2 1
