Executive Summary
An amendment for additional grant funds for the Older Californians Nutrition Program has been awarded in the amount of $33,494 (Total $426,035). Funds are administered by the County of San Bernardino Department of Aging and Adult Services – Public Guardian and will enable the city to meet the nutritional, wellness, and social needs of older adults.
Background
The City of San Bernardino offers a comprehensive Senior Nutrition Program designed to support the well-being of seniors in the community who are 60 years of age and older. This program provides nutritious, well-balanced meals, including both lunch and dinner, to help meet the dietary needs of seniors. Meals are available Monday through Friday, ensuring that participants have access to healthy food options throughout the entire workweek. The program operates year-round, offering continuous support to seniors regardless of the season. Through this initiative, the City aims to improve the quality of life for seniors by promoting better nutrition and overall health.
During FY 2023/24, the Older Californian Nutrition Program served 65,399 meals for a daily average of 266 individual clients, at six (6) nutrition sites: 5th Street Senior Center, Perris Hill Senior Center, Hernandez Community Center, Lytle Creek Community Center, New Hope Family Life Center, and Highland Senior Center. The City is on target to exceed that number in the current fiscal year. These meals were served both in in-person/dine-in and grab-n-go style. The food is prepared in the main kitchen at the 5th Street Senior Center and delivered to the five other sites in hot and cold containers.
Discussion
The Older Californian Nutrition Program, formerly known as the Senior Nutrition Program, is funded by the County of San Bernardino Department of Aging and Adult Services – Public Guardian (DAAS-PG). The funding is provided through County Contract No. 22-666. On January 6, 2025, DAAS-PG announced an increase of $33,494 to the existing grant of $392,541, bringing the total to $426,035 for FY2024-
25. This funding will help provide nutrition services for older Californians, with a goal of serving at least 52,300 meals annually at six nutrition sites.
The additional funds will be used to purchase food, consumables, and dairy products from Sysco Foods and Hollandia Dairy, Inc. The City projects serving 65,000 meals this fiscal year, with rising food costs due to inflation. Staff is preparing an estimated projection for food expenses, and any remaining funds will be allocated to personnel costs. The amendment also includes one-time funding from the Area Plan.
These proposed actions will allow the Older Californian Nutrition Program to continue to deliver without delay the proposed FY 2024/2025 nutritional services to the City’s senior population. FY2024/2025 is the third of the three one-year renewals. Staff recommend approval for the issuance of purchase orders as follows:
Vendor Original
PO Amount Amendment Total
Sysco Foods $215,600.00 $ 10,000.00 $ 225,600.00 (Co. $96,142; City $129,458)
Hollandia Dairy $ 22,000.00 $ 2,000.00 $ 24,000.00 (Co. $24,000) 2021-2025 Strategic Targets and Goals
This proposal aligns with Goal No. 1: Improved Financial & Operational Capacity by securing a long-term revenue source and creating a framework for spending decisions, Goal No. 2: Focused, Aligned Leadership and Unified Community by developing and implementing a community engagement plan, and Goal No. 3: Improved Quality of Life by providing low-cost nutritious meals for the senior aged population.
Fiscal Impact
The amount of grant funding currently available to the City from the County for FY 2024/25 is $ 392,541. The County is offering a One-Time Only augmentation for a total Congregate/Home Delivered Meal Program Budget of $426,035, requiring an amendment to the FY 2024/25 adopted budget, per the FY 2024/25 Amended Grant Program Budget Detail Sheet (Project #: 0513 Sr. Nutrition Grant 2024-25). The action will also require change orders to annual purchase orders with Sysco Food and Hollandia Dairy, increasing the grant obligation and decreasing the City’s match contribution.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution No. 2025-295:
1. Authorizing the City Manager to approve a 2024/2025 Budget Amendment for the Older Californians Nutrition Program grant through the Department of Aging and Adult Services – Public Guardian (DAAS-PG); and
