Recommendation:

It is recommended the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-328:

Executive Summary
In March 2025, the Department began performing spay/neuter surgeries on campus for adopted animals, increasing the need for additional veterinary supplies and pharmaceuticals. The Department is requesting Amendment No. 2 to the agreement with Midwest Veterinary supply, increasing the contract by an additional $200,000 annually to cover the additional costs associated with surgeries. The Department is requesting an amendment to the FY 2025/26 Animal Services budget in the amount of $200,000, appropriated for expenses. The increased contract amount will be shared with the other contract cities according to the executed agreements. Each of the cities will be billed quarterly for actual costs based on their share of expenses, including veterinary medical supplies. The share of cost to the City of San Bernardino is expected to be $107,000.

Background
On March 2, 2022, the Mayor and City Council approved a 3-year contract with Victor Instruments, Inc. for an annual not to exceed amount of $150,000 after a competitive bid process. On May 16th, 2024, the Mayor and City Council approved Amendment No. 1 with Victor Instruments, Inc., increasing the not to exceed amount to $300,000.00 annually to accommodate the additional animals associated with the Regional Partnership Agreement with the cities of Colton, Fontana, Grand Terrace, Loma Linda and Rialto. In November 2024, Victor Instruments was acquired by Midwest Veterinary Supply, Inc. and all existing contracts were included in the acquisition. Midwest Veterinary Supply, Inc. was the other responsive bidder to our 2022 request for proposal for veterinary medical supplies. Recently, the Department began to perform spay/neuter surgeries on adopted animals at the shelter, increasing the need for additional veterinary medical equipment and pharmaceutical supplies to perform surgeries.

Discussion
From January 1 to June 30, 2025, per diem veterinarians performed 525 spay/neuter surgeries on the Mobile Veterinary Vehicle purchased with grant funding from Yuhaaviatam of San Manuel Nation. The Department intends to increase the number of surgeries weekly to handle all previously adopted animals from the shelter unable to be spayed or neutered due to the lack of a staff veterinarian. Additionally, the veterinarians perform spay and neuter surgeries on animals currently at the shelter and the Department is hoping to offer public spay and neuter clinics beginning in the fall of 2025. The additional costs for the equipment and supplies will be off-set by a reduction in the utilization of private contract veterinarians in the community for spay/neuter surgeries on pets adopted from the shelter. The increased contract amount will be shared with the other contract cities according to the executed agreements. Each of the cities will be billed quarterly for actual costs based on their share of expenses, including veterinary medical supplies.
2021-2025 Strategic Targets and Goals
The request for an amendment to the contract with Midwest Veterinary Supply, Inc. aligns with Strategic Target #1 – Improved Operational & Financial Capacity by creating a framework for spending decisions.

Fiscal Impact
The Animal Services Fund’s expense budget will be increased by $200,000, of which $93,000 will be reimbursed by the other contract cities.

Conclusion
It is recommended the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-328:

1. Authorizing the Director of Finance and Management Services to amend the FY 2025/26 Animal Services Budget in the amount of $200,000, appropriated for expenses, and

2. Authorizing the City Manager to execute Amendment No. 2 to the Contract with Midwest Veterinary Supply, increasing the annual not to exceed amount to $500,000 and extending the contract expiration date to June 30, 2026.
