RESOLUTION NO. 2025-342
RESOLUTION OF THE MAYOR AND CITY COUNCIL
OF THE CITY OF SAN BERNARDINO APPROVING
THE DECOMMISIONING OF TWO TRAFFIC
SIGNALS AT THE INTERSECTION OF 4 TH STREET
AND F STREET AND 4TH STREET AND G STREET.
WHEREAS, the City of San Bernardino Public Works Department (“Public Works”) has conducted a traffic engineering study in accordance with the California Manual on Uniform Traffic Control Devices (“CAMUTCD”) to evaluate the need for the continued signalization at the intersections of 4th street and F Street, 4th Street and G Street; and WHEREAS, the study determined that both intersections no longer meet the required traffic signal warrants outlined in the CAMUTCD due to changes in traffic volumes reduction and lanes use patterns; and
WHEREAS, the removal of the underutilized signals is anticipated to improve traffic operations, reduce unnecessary delays, and minimize long term maintenance and operational cost; and
WHEREAS, Public Works staff have determined the removal decommissioning of the traffic signals and installations meets the warrants for an All -Way stop sign installation at the locations; and
WHEREAS, Public Works staff presented the decommissioning of the traffic signals and installation of the All-way stop signal control sign locations to the City’s Public Safety and Human Relations Commission (PS&HR) at its March 10, 2025 meeting and PS&HR recommended the removal of the traffic signals and establishment of the stops at the intersections outlined in this Resolution; and
WHEREAS, the City will provide proper public notification and coordinate with Local businesses and emergency services providers prior to implementation.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 2. The Mayor and City Council hereby authorize the Public Works Department to decommission the traffic signals for removal and install All-Way Stop Control at the intersections of 4th street and F Street and 4th Street and G Street.
SECTION 3. The City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. In addition, the action authorized by this Resolution qualifies for a Class 2 Exemption under State CEQA Guidelines Section 15302. The Class 2 exemption specifically exempts from further CEQA review the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Here, the proposed action is a replacement of traffic signals with All-Way Stop Control. The All-Way Stop Control has the same purpose of regulating traffic and is substantially similar in size to the previous system.
Furthermore, none of the exceptions to the use of the Class 2 categorical exemption identified in State CEQA Guidelines section 15300.2 apply.
SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 5. Effective Date. This Resolution shall become effective immediately.
