Background
La Plaza Park is located at 685 N Mt. Vernon Ave, within the City‘s First Ward. As part of the City’s ongoing commitment to providing safe and welcoming recreational facilities, the City has made it a priority to address deferred maintenance and enhance the overall park condition.

The County of San Bernardino Board of Supervisors has been a consistent supporter of the City’s parks and other public infrastructure. The County has once again partnered with the City to help advance the ongoing efforts to improve park facilities.

On June 26, 2025, the Mayor and City Council adopted Resolution 2024-142 approving the City’s Fiscal Years 2024/25 and 2025/26 Operating Budget and Capital Improvement Plan, which provided $500,000 for the new Route 66 Parks CIP project.

On June 4, 2025, the Mayor and City Council adopted Resolution 2025-298 approving the City’s Fiscal Year 2025/26 Operating Budget & FY 2026-2030 Capital Improvement Program, which budgeted an additional $2,000,000 for the Route 66 Parks CIP project.

On May 7, 2025, the Mayor and City Council adopted Resolution 2025-281 approving the funding agreement with the County of San Bernardino to receive $1,342,243 for the Project. This Resolution also approved a match in the amount of $447,414 from the City’s CIP fund.

Discussion
On April 11, 2025, staff requested design services proposals to construct improvements at La Plaza Park. A mandatory site visit was held on April 17, 2025, and was attended by three consulting companies. Of the three companies that attended, two submitted proposals. Staff reviewed the proposals to confirm they met the Project needs. The lowest proposal received was from Rick Engineering Company. After a follow-up discussion between staff and Rick Engineering Company, revisions were made to the scope and fee to help ensure the Project needs are met.

The Project’s proposed improvements include, but are not limited to, the following:
Gazebo renovation
Restroom renovation
Walkway reconstruction
Lighting
Turf
ADA accessibility

The design process begins with the Planning Phase, which includes a review of the existing record documents for the project site, accessibility review, completion of any necessary reports/data collection, and prioritization of the proposed improvements.

Following the Planning Phase is the Conceptual Design Phase. This starts the regular progress meetings and begins development of a set conceptual design plans and preliminary construction cost estimate. Next is the Design Development Phase, and the Construction Documents Phase. These two phases incrementally progress the design based on feedback, leading to a set of final plans and specifications that will be advertised for construction.

Rick Engineering Company will also provide bidding and construction support services which include preparation of a construction bid schedule, final cost estimate, review and response to questions during bid and construction, review of submittals, construction site visits, final inspection, and record drawing preparation.

The fee of $276,720 covers each of the services described in the phases, as well as the bidding and construction support. Staff also recommend an additional $28,000 contingency for any unforeseen work that may be identified during the design.
