LA PLAZA PARK RENOVATION
REC JOB #16749-K
Dear Ramon,
As we discussed, you would like Rick Engineering Company (RICK) to provide Landscape Architecture and Civil Engineering services for the City of San Bernardino. The city is interested in the renovation of the La Plaza Park. Based on the task order outline and an initial review of the site, the following task order phases summarize the services and responsibilities to complete the project through construction.
The scope of work is described in detail below.
I. SCOPE OF WORK
Rick Engineering Company “Consultant” agrees to perform the following listed services for the compensation stated below in Section III:
Phase 1 - Planning and Survey Phase (~ 1 month)
Research
Consultant will research available record maps, centerline tie sheets and benchmark information from the County of San Bernardino and City of San Bernardino for the project site. Research will be used to establish horizontal and vertical control for the establishment of the required topographic survey and the limits of the project boundaries and public right of ways.
Consultant will prepare a CAD file based on the boundary survey described below showing the existing utilities discovered in the research.
Right of Way and Boundary Analysis

La Plaza Park
June 17, 2025
Field Survey search for and data collect existing controlling centerline and property monumentation. Analyze field located monuments compared with the record mapping and complete a boundary analysis with adjacent public right of ways. Note that the use and reliance of existing monuments of record is required to complete this task, If monuments of record do not exist in the field, this item will be subject to additional costs to be billed per the attached Schedule of Hourly Rates.
Review current preliminary title reports (less than 60 days old) provided by the client to determine the La Plaza Park and adjoining right of ways, locate any plottable easements located on the property.
Existing Topography
Consultant will provide a conventional field survey of surface improvements for design purposes; limits will be to the curb face of the adjoining streets along the above-said park site; including concrete curbs, gutters, sidewalks, playground equipment any buildings and trees; finished surface and finished grade shots within the project limits. Topography will include any observable utilities within the project limits, including locating center of manhole rims; corners of structures at surface; size, orientation, and depth of connecting pipes (if able to dip existing manholes); fire hydrants; valves; irrigation boxes; traffic signal poles and equipment; utility poles and conduits at ground level. Prepare indexed topographic map with a contour interval of one foot, showing existing planimetric features.
The above-described topographic mapping will be delivered at a 1”=40’ scale in a CAD format.
All field work is assumed to be at prevailing wage.
The Consultant team will attend a kickoff meeting and coordinate with client, client’s other consultants and agencies to prioritize and confirm list of improvements .
Scope includes project management time.
Phase 2 - Conceptual Design Phase – 30% Submittal (~ 2 months) Conceptual Precise Grading Plans
Consultant will prepare one (1) set of Conceptual Precise Grading Plans for the site. Precise grading will be based on the site plan prepared by the landscape architect in coordination with the city. Revisions to the site plan may require additional scope and fee. Plan to be at a scale of 1"=10' or 1”=20’.
Scope does not cover plan revisions based on unforeseeable project changes or agency changes outside of their standards.

June 17, 2025
30% submittal is intended only to get clearance from the City of San Bernardino on the horizontal site layout of proposed improvements. Complete vertical design may not be provided at this time. Specifications will not be provided at 30% submittal.
Consultant will provide a preliminary cost estimate.
Conceptual Landscape Plans
Based on the confirmed list of park improvements, consultants will prepare the site and landscape concept plans for review by city. The landscape plans will conceptually depict the proposed site development features and landscape areas, including identification and locate of walkways, pathways, children’s play equipment, prefabricated restroom building, Gazebo improvements, accessible paths of travel, ramps, park entry monuments, statue/monumentation improvements and site furnishings as well as other exteri or elements included in the project.
Conceptual sketches and imagery will be included to depict proposed site elements. 3D renderings, and enlargements are included, as necessary. Cutsheets and conceptual details are included to further illustrate the concept plan.
Graphic symbols will depict locations of proposed plant materials. A plant palette will include botanical and common names for the tree, shrubs and groundcovers and photos of planting material options.
Consultants (as needed) will attend bi-weekly meetings, attend a page turn with City staff, and coordinate with client, client’s other consultants and agencies. Scope includes project management time.
Phase 3 - Community Outreach
Community Outreach
The purpose of the public outreach process is to inform the community and key stakeholders about the proposed renovations and solicit feedback. The consultant along with the city will organize and coordinate two community meetings.
The first meeting will present preliminary design concepts and options for park improvements. The team will gather input on community priorities, uses, and preferences for the renovated park to ensure transparency and collaboration in the design process.
The consultants will prepare visual materials such as conceptual site plans, renderings, precedent examples and interactive materials such as dot voting, design stations, and comment cards for presentation at the meeting. Additionally, a meeting outline will be prepared to develop a clear and focused agenda.

June 17, 2025
After the initial outreach meeting, the team follow up will include compiling and analyzing community feedback. The consultant will prepare a public engagement summary to document the community’s input. Based on the community input, the city and client wil l develop a list of park refinements and incorporate these items into the concept plans. Communicate next steps and how community input will shape the design.
The second outreach meeting will present the updated park concept plan that includes the comments and suggestions from the community and key stakeholders.
Any additional comments will be heard. The outcome of the second meeting will communicate the next steps to the community and direct the park design into the construction document phase.
