1 PROJECT PROPOSAL:

City Leadership Strategic Planning Workshop
Sample Agenda
Morning Discussion Topics: Some of these discussions will be initiated in smaller groups and then processed/shared as a large group, while others will be initiated with the large group all at once.
• Prouds and Sorries: Consultant will facilitate a discussion about accomplishments/achievements in the past year (Prouds) as well as the areas where there were either missed opportunities, or challenges that faced the City making it difficult to achieve results (Sorries). • What's My Role? This discussion will focus on a review of City Council/Staff Governance roles and responsibilities, and the critical partnership that must exist to achieve the City's Vision and Mission.
• High Road Leadership: Consultant will lead a discussion based on the John C.

Maxwell book High Road Leadership, focusing on the leadership characteristics needed within the partnership between the City Council and Staff such as bringing people together, doing the right things for the right reasons, placing people above agendas, and accountability. • Discovering Mutual Purpose and Common Ground: This discussion will focus on the steps of identifying Mutual Purpose and finding Common Ground on policies, issues, services, and important decisions that come before the City, and communication norms for a successful partnership. • Discovering our Core Values: This exercise focuses on identifying and sharing the personal core values of each individual. As the leaders of the organization, it is critical to understand what is important to each person and what drives their decision making.
• What's your Why? Consultant will facilitate a discussion related to the City's Vision and Job statements focused on how these are used as a compass that guides decision making, resource allocation, and prioritization of work. 2 • Challenges Ahead: During this discussion, City Council Members and the City Manager will be asked to briefly share their thoughts on trends and challenges that they foresee for the community and the organization in the next 12-18 months that may have an impact on future strategic goals.

Afternoon Discussion Topics: Some of these discussions will be initiated in smaller groups and then processed/shared as a large group, while others will be initiated with the large group all at once.
• Check the Sails: Consultant will facilitate a discussion related to the current 2020-2025 goals:

Financial Stability
Focused, Aligned Leadership and Unified Community
Improved Quality of Life
• Economic Growth and Development
Key discussion points will be:
a) Are they still relevant?
b) Have any of them been successfully achieved?
c) Is there more to be done?
d) Do any of them need to be refined or changed?
e) Is there anything missing that needs to be added?
• Impact and Success: Once the new goals are set, Consultant will facilitate a discussion related to the further impact desired for the community of each goal as well as the indicators of success.
• SMART Objectives: The group will be guided through a process of identifying actionable objectives related to each goal for (1) The City Manager over the next year and (2 for the Organization over the next year identifying timelines for completion, as well as who/what department will take the lead on each objective. All objectives will be SMART: Specific, Measurable, Achievable, Relevant, and Time based.
• Next Steps: After the workshop Consultant will provide a summary report of the day's discussions, a final list of the goals and objectives, as well as a tool to track the progress of the objectives.
3 Team Bonding/Mind Break Activities: Throughout the day there will be a few activities designed to allow for a deeper understanding of each other, necessary "mind-breaks" and get participants up and moving a bit. I believe that being too stationary stifles creativity and exploration, that said, I am always mindful of the professional nature of the workshop when choosing these activities.

Parking Lot: Throughout the day Consultant will track any parking lot issues that are not relevant to the day's conversation, however, are important for the staff to keep on their radar.

Client Responsibilities:

Participant Communication: Client is responsible for all communication with the participants, coordination of their attendance, and distribution of any pre or post workshop information to participants.

Facility and Audio-Visual Equipment needs: Client will be responsible for providing a suitable facility, the equipment necessary to display a Power Point presentation, flip charts and easels, and all food and beverage for the Workshop.

Professional Services Fee: $15,000.00
Fee includes:
• Up to three pre-workshop virtual meetings with key leadership • All content creation
• One full-day (9a-4p) workshop facilitation in the local San Bernardino area (travel expenses may be added if facilitation location is in a location that would require overnight lodging)
