RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
SELECTING ALTERNATIVE 3 FROM THE OXBOW
DEBRIS REMOVAL PROJECT ENVIRONMENTAL STUDY
PREPARED BY CSG CONSULTANTS AND KIMLEY-HORN
FOR THE REMOVAL OF THE OXBOW DEBRIS LOCATED
AT 6920 PALM AVENUE.
WHEREAS, in 2009, the Oxbow development, located at 6920 Palm Avenue, was approved by the City of San Bernardino under Tentative Tract Map 16794 which subdivided an existing 18.45-acre parcel into 43-single family lots with minimum lot sizes of 10,882 square feet.
WHEREAS, the topography of the site requires the import of dirt to flatten certain parts of the site and create buildable lots (grading).
WHEREAS, in July 2020, the property owner was issued a Temporary Use Permit (TUP), with conditions, to import approximately 3,000 truckloads and about 60,000 tons of concrete from a demolished, fire-damaged Amazon warehouse building located at 2255 W. Lugonia Avenue in Redlands; and
WHEREAS, the materials were to be used for future on-site grading; and WHEREAS, on August 4, 2020, the Public Works Department issued a Haul Permit (Permit # H20-002) to transport the stockpile from Redlands to the project site; and WHEREAS, On January 15, 2021, the City issued a Notice of Revocation of the TUP and Notice to Abate because the transported stockpile was left uncovered and generated dust; and WHEREAS, in response to complaints from the residents of Palm Avenue and Ward 5, in general, the City of San Bernardino commissioned an environmental study to determine the best alternative to remove the debris; and
WHEREAS, the City entered into a contract with CSG Consultants in March 2025, to provide a comprehensive analysis of the options available to the city for the removal of the Oxbow debris; and
WHEREAS, in May of 2025, CSG, in collaboration with Kimley-Horn, completed the report and proposed three alternatives for the removal of the Ox Box debris; and WHEREAS, the Mayor and City Council now want to adopt one of the recommendations in the report that would allow for the crushing of the debris on-site.
