RESOLUTION NO. 2025-387
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING THE DIRECTOR OF FINANCE &
MANAGEMENT SERVICES TO AMEND THE FISCAL
YEAR 2025/26 OPERATING BUDGET INCREASING
APPROPRIATIONS BY $838,258.33 IN EXPENDITURES TO
REFLECT FUNDING ASSOCIATED WITH THE THIRD
AMENDMENT TO THE SAN MANUEL COMMUNITY
GRANT FUND RESTRICTED GRANT AGREEMENT.
WHEREAS, the City of San Bernardino and the San Manuel Band of Mission Indians , now known as the Yuhaaviatam of San Manuel Nation, entered into the San Manuel Community Grant Fund Restricted Grant Agreement on October 1, 2017, to support public safety services in areas surrounding the Reservation; and
WHEREAS, the agreement was amended in 2019 (First Amendment), 2021 (Second Amendment), and again on November 20, 2024, with a Third Amendment to expand the scope of services and funding; and
WHEREAS, the Third Amendment, effective January 1, 2025, through December 31, 2028, commits to funding six (6) Police Officers, one (1) Police Sergeant, equipment, and training in the total amount of $2,086,620 for Year 1 of the agreement; and
WHEREAS, due to a technical oversight, the adopted Fiscal Year 2025/26 Operating Budget did not reflect the $838,258.33 in grant funding provided under the Third Amendment; and
WHEREAS, a budget amendment is necessary to align the City’s financial records with the terms of the grant agreement and enable the City to proceed with planned purchases and program objectives consistent with the San Manuel Community Grant Fund Restricted Grant Agreement.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this reference.
SECTION 2. The Director of Finance & Management Services is hereby authorized to amend the Fiscal Year 2025/26 Operating Budget by increasing appropriations by $838,258.33 in expenditures, in accordance with the Third Amendment to the San Manuel Community Grant Fund Restricted Grant Agreement.

SECTION 3. That the City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 5. Effective Date. This Resolution shall become effective immediately.
