Executive Summary
The City entered into a Third Amendment with the Yuhaaviatam of San Manuel Nation on November 20, 2024, to extend and expand the existing partnership supporting enhanced public safety and policing services. The agreement committed $2,086,620 in funding for sworn personnel, equipment, and training during the first year of the term.
A technical oversight resulted in $748,258.33 in unspent funds from Fiscal Year 2024/25 and the current year’s $90,000 allocation for equipment and training not being included in the adopted Fiscal Year 2025/26 budget. Approval of this item will increase the current adopted budget by $838,258.33, correcting the omission and ensuring the City can fully access and expend the committed grant funds in accordance with the agreement.
Background
The City of San Bernardino and the San Manuel Band of Mission Indians, now known as the Yuhaaviatam of San Manuel Nation, entered into the original Community Grant Fund Restricted Grant Agreement on October 1, 2017, to improve public safety in areas surrounding the Reservation. Subsequent amendments were executed in 2019 and 2021.
The Third Amendment, effective November 20, 2025, through December 31, 2028, expands dedicated police services to include six officers and one sergeant, along with related equipment and training. Funding for the first-year totals $2,086,620, consisting of:
$1,396,620 for personnel
$680,000 for equipment
$10,000 for training
During the transition to Fiscal Year 2025/26, it was determined that the prior year’s unspent balance of $748,258.33, along with the current year’s $90,000 allocation for equipment and training, had not been appropriated. This technical correction will ensure the operating budget accurately reflects all funding available under the agreement.
Discussion
Approval of this item will amend the Fiscal Year 2025/26 Operating Budget to increase the current adopted expenditure budget by $838,258.33. This correction represents the combined total of the prior year’s unspent carryover and the current year’s allocation for equipment and training.
This technical correction ensures that the City’s appropriations align with the funding committed under the Third Amendment to the San Manuel Community Grant Fund Restricted Grant Agreement. Approval of this budget amendment will enable the Police to proceed with planned purchases and program objectives consistent with the Agreement.
2021-2025 Strategic Targets and Goals
This action supports Strategic Goal No. 3b – Improved Quality of Life, by ensuring the City continues to evaluate public safety service delivery models to enhance the quality of service.
Fiscal Impact
There is no impact to the City’s General Fund. The budget amendment increases the adopted FY 2025/26 expenditure budget by $838,258.33, fully funded by the Yuhaaviatam of San Manuel Nation through the Community Grant Fund Restricted Grant Agreement.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-387, authorizing the Director of Finance & Management Services to amend the Fiscal Year 2025/26 Operating Budget to increase appropriations by $838,258.33 in expenditures to reflect funding associated with the Third Amendment to the San Manuel Community Grant Fund Restricted Grant Agreement.
