Executive Summary
Public Works seeks approval to amend the existing maintenance services agreements with Espinoza Electric dba Quality Light & Electrical, Inc. and Horizon Lighting to increase each contract’s not-to-exceed amount to $3,750,000.00. The amendment clarifies that the total contract value represents the cumulative amount for the full five- year term, inclusive of the initial term and all option years. There is no fiscal impact, as funding for these agreements is included in the Operations and Maintenance budget for the current fiscal year.
Background
An ongoing issue for the City of San Bernardino is the amount of vandalism and copper theft that is occurring. The Public Works Department is very focused on maintaining the streetlights and one creative way to go about this is with LED and solar lighting.
In August of 2024, the City Council approved agreements with Espinoza Electric dba Quality Light & Electrical, Inc. and Horizon Lighting following a formal bid process (RFQ No. F-23-47B) for Street Light Maintenance and Related Services. Each agreement was originally established with a not-to-exceed amount of $750,000.00 and an initial term through June 30, 2025, with four additional one-year renewal options. Both vendors provide critical maintenance and repair services for City-owned streetlights, supporting operational efficiency and public safety.
This action is administrative in nature and does not modify the scope of work or increase the annual cost of services. No additional budget appropriation is needed with these amendments. If the City were to exercise the four additional one-year renewal options, the total amount paid to each contract would be $3,750,000.
Discussion
The proposed amendments are administrative in nature and align the total contract value with the full potential five-year term of service. Under the amendment, the not-to- exceed amount for each vendor will increase from $750,000.00 to $3,750,000.00, representing the combined value of all renewal periods as permitted under the original agreements.
These adjustments ensure contractual clarity and compliance with procurement and financial management standards. There is no additional funding requested with this action; costs are already accounted for within the approved Operations and Maintenance budget.
2021-2025 Strategic Targets and Goals
This project is consistent with the City’s Strategic Goal of 3c: Improved Quality of Life, specifically the objective to constantly evaluate public safety service delivery models to enhance the quality of service. By maintaining and improving streetlight functionality throughout the City, these agreements directly support safer streets, better visibility for motorists and pedestrians, and a stronger sense of community safety in neighborhoods and business corridors

Fiscal Impact
There is no fiscal impact associated with these amendments. Sufficient funds for the services provided under both agreements are included in the FY 2025/2026 Operations and Maintenance budget. In future years $1,500,000 will be programed into each fiscal year budget in order to support these agreements into the option years available.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California:
1. Approve Amendment No. 1 to the Maintenance Services Agreement with Espinoza Electric dba Quality Light & Electrical, Inc. to increase the not-to-exceed amount from $750,000.00 to $3,750,000.00 and clarify that the total contract value reflects the cumulative amount for the full five-year term, including the initial term and all option years, in accordance with the compensation provisions of the Original Agreement.
