Executive Summary
The State Route 210/Waterman Avenue Interchange Project focuses on optimizing traffic flow, improving safety, and enhancing operational efficiency to reduce congestion and improve travel reliability. Amendment No. 3 to Cooperative Agreement No. 22-1002720 is necessary to fund additional project costs related to the extended construction schedule and added night work to minimize impacts to daytime commuters. The total City funding increase of Measure I appropriations in the amount of $65,382 reflects $52,606 in new costs and $12,776 allocated as a contingency for potential costs associated with final project closeout.
Background
The City of San Bernardino, in partnership with the San Bernardino County Transportation Authority (SBCTA), initiated the State Route 210/Waterman Avenue Interchange Project to address congestion, safety, and accessibility concerns at the I-210 Freeway and Waterman Avenue interchange. This critical project aims to improve traffic circulation, reduce delays, and enhance safety for vehicles, pedestrians, and cyclists.
The interchange improvements include adding two southbound left-turn lanes on Waterman Avenue leading to the eastbound on-ramp, widening the eastbound on- ramp to include an approximately 700-foot auxiliary lane, constructing a retaining wall adjacent to the on-ramp, removing the raised median curb on the Waterman Avenue Bridge, and re-striping the intersection at Waterman Avenue and East 30th Street to provide two northbound left-turn lanes. Collectively, these improvements will improve overall operational efficiency, safety, and connectivity between the freeway and surrounding arterial roadways.
On December 15, 2021, the Mayor and City Council approved Resolution No. 2021- 300 and Cooperative Agreement No. 22-1002720 with SBCTA for the design, environmental review, and construction of the project. The agreement established a not-to-exceed amount of $1,398,270 in Measure I funds, consisting of $400,000 from FY 2021/22 and $998,270 from FY 2022/23. SBCTA was designated as the leading agency responsible for project delivery, while the City agreed to fund its proportional share under the SBCTA Nexus formula.
On April 3, 2024, the City Council approved Resolution No. 2024-062, authorizing Amendment No. 1 to Cooperative Agreement No. 22-1002720. This amendment increased the City’s not-to-exceed amount by $227,858 using Measure S funds, bringing the total to $1,626,128. The increase was necessary to address cost escalations related to construction materials, labor, and design refinements identified during the 100% Plans, Specifications, and Estimate (PS&E) review process by Caltrans.
Following the advertisement of construction bids in May 2024, SBCTA received seven bids ranging from $7.2 million to $14 million—substantially higher than the 2 2

engineer’s estimate. The lowest responsive bid was $1,773,658 above the previously authorized funding amount. To maintain the project schedule and allow SBCTA to award the construction contract, the City Council approved Amendment No. 2 on September 4, 2024. Amendment No. 2 added $322,806 in Measure I funds, increasing the City’s not-to-exceed amount to $1,948,934.
Please see funding table below for details:
This Amendment No. 3 to Cooperative Agreement No. 22-1002720 reflects an additional cost, increasing the City’s total not-to-exceed amount from $1,948,934 to $2,014,316.
Discussion
In July 2025, SBCTA staff notified the City of additional project costs due to the extension of the construction schedule from 120 to 200 working days. The longer duration was necessary to accommodate the procurement of long-lead materials such as traffic signal poles and mast arms and to allow for increased night work to avoid traffic disruptions. These schedule changes increased total project costs by $359,239.
SBCTA will fund $293,857 (81.8 percent), while the City’s share is $65,382 (18.2 percent).
The City’s total not-to-exceed amount under the cooperative agreement will increase from $1,948,934 to $2,014,316. The City’s funding increase consists of two components:
$52,606 to be added to the FY 2025/26 CIP Budget from the Measure I Fund. $12,776 allocated as a contingency for potential Project Report and Environmental Approval activities associated with final project closeout, which may or may not be required.
This action ensures the City maintains its funding commitment to complete the project and satisfies its share of costs under the SBCTA Nexus formula. The total cost increase will be funded entirely from Measure I and will not impact the General Fund.
The project remains consistent with the City’s partnership obligations under the Valley Original FundingMeasure I - FY21/22 $400,000.00
