City Manager's Comments
This project will provide planning grant support for eleven critical bridges identified by Cal Trans. The City Manager recommends approval.

Executive Summary
The Bridge Investment Program Planning Grant - Bridge Rehabilitation Planning Project will support the City’s planning and feasibility studies for eleven (11) critical bridges identified by Caltrans as being in poor or structurally deficient condition. The Project will evaluate and develop design concepts to improve bridge safety, extend service life, and enhance multimodal access (including bicycle and pedestrian facilities). The total Project cost is $845,435, with a federal share of $676,348 and a local match of $169,087 provided by the City. This planning effort will prepare the City to pursue future federal funding for the design and construction phases of the identified bridge rehabilitations.

Background
The City of San Bernardino’s bridge network includes numerous structures vital to the regional transportation system. Based on recent Caltrans inspection reports, eleven bridges were prioritized for rehabilitation due to deck spalling, sidewalk settlement, railing deterioration, missing joint seals, and scour at piers.

The City applied for and was awarded a Bridge Investment Program (BIP) Planning Grant from the U.S. Department of Transportation (Federal Highway Administration) to conduct feasibility analyses and preliminary engineering for these structures. This grant will enable the City to develop comprehensive planning documents, preliminary scopes of work, and conceptual designs to restore these essential bridges, which serve residents, freight corridors, and historically underserved communities.

Discussion
The proposed planning project will focus on addressing bridge safety, resiliency, and multimodal connectivity. The eleven prioritized bridges are located within Historically Disadvantaged Communities (HDCs) and Areas of Persistent Poverty (APPs), as designated by the USDOT DataHub.

Key activities will include:
Conduct detailed bridge condition assessments, structural analyses (as needed) and planning-level feasibility evaluations;
Prepare complete construction plan sets, sealed and certified by a licensed professional engineer, for each of the eleven bridges to support rehabilitation and compliance with FHWA and Caltrans requirements;
Develop technical specifications and design criteria in full accordance with FHWA and Caltrans Standard Specifications;
Assemble bidding and contract documents necessary for future advertisement and award of construction contracts;

Incorporate bicycle and pedestrian accommodations consistent with the City’s Active Transportation Plan;
Evaluate scour countermeasures for bridges over the Santa Ana River, East Twin Creek, Lytle Creek, and Del Rosa Channel;
Prepare cost estimates, project schedules, and environmental documentation consistent with federal and state requirements; and
Conduct public outreach phases to engage community members and key stakeholders throughout project development.

The planning phase will span approximately 18 months, from February 2026 to August 2027, and will be divided into two groups of bridge studies (Bridges 1–6 and 7–11).

Completion of this planning work will position the City to apply for future Bridge Investment Program Construction Grants, which will fund rehabilitation and replacement efforts.

The estimated total cost for the Project is $845,435, which includes Preparing of Plans, Specifications and Estimates (P,S&E). The cost of the local match is $169,087 and will be funded using the Local Regional Circulation Fund. The remaining balance will be covered by cost-reimbursement through the BIP grant. A summary of the total project cost, federal grant award and required local match is outlined below:
