NOW THEREFORE, the Planning Commission of the City of San Bernardino does hereby resolve, determine, find, and orders as follows:

SECTION 1. ENVIRONMENTAL DETERMINATION:

As the decision -making body for the project, the Planning Commission has reviewed and considered the information contained in the administrative record for the project. Based upon the facts and information contained in the administrative record, including all written and oral evidence presented to the Planning Commission, the Planning Commission finds, as follows:

(1) The environmental impacts of this project are considered categorically exempt from CEQA for actions such as regulating truck routes. Adoption of this resolution to add citywide truck routes is exempt, as the truck routes formalize existing patterns of trucking activity, matching the use of the existing roadways currently used by trucks. No new road segments have been identified for truck routes that are not currently used by trucks or are not currently one of multiple alternate and primary routes to an industrial or commercial parcel. Therefore, the adoption of the proposed truck routes would not change the distribution of truck traffic compared to existing conditions. In accordance with CEQA Guidelines 15301, the recommended Code amendments are categorically exempt from CEQA in that they relate to operation of public streets and do not propose an expansion of use of the public street; and

(2) The application of the categorical exemption is not barred by one of the exceptions set forth in the CEQA Guidelines Section 15300.2 (Exceptions); and

(3) The determination of CEQA exemption reflects the independent judgement of the Planning Commission.

SECTION 2. FINDINGS FOR GENERAL PLAN AMENDMENT:

(1) Pursuant to Development Code Section 19.50.050, an amendment to the General Plan may be adopted only if all of the following findings are made:

Finding 1. The proposed amendment is internally consistent with the General Plan.

RESOLUTION NO. 2025-051 – PC
4 Finding of Fact: The proposed General Plan Amendment adds a truck route map to the Circulation Element as required by AB98. The proposed amendment is internally consistent with the General Plan.

Finding 2. The proposed amendment would not be detrimental to the public interest, health, safety, convenience, or welfare of the City.

Finding of Fact: The Amendment proposes designating truck routes only on certain streets; therefore, discouraging truck s from using other streets, protecting the community from the impacts of truck traffic. Therefore, the proposed amendment is not detrimental to the public interest, health, safety, convenience, or welfare of the City.

Finding 3. The proposed amendment would maintain the appropriate balance of land uses within the City;

Finding of Fact: The proposed amendment is to the Circulation Element adding truck routes; therefore, it has no impact on balance of land uses.

Finding 4. In the case of an amendment to the General Plan Land Use Map, the subject parcel(s) is physically suitable (including, but not limited to, access, provision of utilities, compatibility with adjoining land uses, and absence of physical constraints) for the requested land use designation(s) and the anticipated land use development(s);

Finding of Fact: The proposed amendment is to the Circulation Element and not proposing to amend the Land Use Map.

SECTION 3. FINDINGS FOR MUNICIPAL CODE AMENDMENT:

The Planning Commission finds that the proposed Municipal Code Amendment is necessary to implement the proposed General Plan Amendment to add truck routes to the Circulation Element of the General Plan. The proposed Amendment would make the Municipal Code consistent wit h the most recent General Plan and would enable the enforcement of the truck routes.

SECTION 4. FINDINGS FOR AB98 WAREHOUSE DESIGN AND BUILD STANDARDS:

The Planning Commission finds that AB 98 requires cities to comply with a variety of standards related to logistics facilities. The Community Development Director will issue a memorandum to implement these standards. This action further memorializes that the City is committed to implementing these standards as required by AB98 as included in Chapter 2.8 Warehouse Design and Build Standards including sections 65098, 65098.1, 65098.1.5, 65098.2, 65098.2.5, 65098.2.7, 65098.3, 65098.4, 65098.5, 65098.6, 65098.7, 65098.8, and 65098.9 and as otherwise required by AB98; and

SECTION 5. PLANNING COMMISSION ACTION:

The Planning Commission hereby takes the following action:

RESOLUTION NO. 2025-051 – PC

“GOODS MOVEMENT
The City of San Bernardino has taken steps to manage truck traffic and designate appropriate truck routes within its jurisdiction in accordance with the California Vehicle Code. Through the adoption of City Ordinance Section 10.24.190, titled Commercial Ve hicles Prohibited on Certain Streets, the City formally established restrictions on heavy vehicle access to specific roadways. The ordinance also directs the installation of appropriate signage to clearly identify these prohibitions and applicable weight l imits along the designated streets, ensuring compliance and promoting roadway safety.

The City commissioned a truck route study, published in 2023, that recommends a truck route network that balances the needs of supporting the goods movement economy while minimizing adverse impacts to residential communities and public spaces within the City. Several factors were considered in the development of this network, including roadway classification, pavement condition, truck travel patterns tracked via mobile app data, and land use. Study routes and other route classifications are displayed in Figure C-3.”
