Executive Summary
The Police Department seeks authorization to contract with Forensiclean LLC for crime scene clean up services. Following a competitive bidding process, Forensiclean was selected based on cost, qualifications, and a one-hour response time that meets operational needs. The agreement term is December 3, 2025, through June 30, 2028, with the option to extend for an additional 2 years, for a total amount not to exceed $225,000 ($135,000 for the initial term and up to $90,000 for the extension). Costs will be funded from the department’s existing operational budget.
Background
On July 10, 2025, the City issued a Request for Quotes (RFQ F-25-4046) through its procurement portal, PlanetBids, seeking qualified vendors to provide crime scene clean up services. Five responses were received by the July 19, 2025 deadline. Of the five submissions, one was deemed unresponsive, and the remaining four were considered responsive and forwarded for evaluation.
Upon review, the Purchasing Division determined that the pricing structures submitted varied significantly, making a direct comparison difficult. To ensure consistency and transparency in the evaluation process, the Division recommended reissuing the solicitation with a revised quote structure to yield more uniform and comparable pricing.
As a result, RFQ F-25-4046 was canceled, and a new solicitation, RFQ F-25-4049, was issued on August 21, 2025, with a closing date of September 4, 2025.
All vendors who had previously submitted responses were notified of the rebid opportunity. Four responses were received by the revised deadline, and all were deemed responsive.
Discussion
The Purchasing Department conducted a comprehensive evaluation of the four proposals received under RFQ F-25-4049. The evaluation process considered each vendor’s capacity to perform the required services, responsiveness to the scope of work, and overall cost, based on a real-world pricing scenario table designed to simulate the types of incidents the Police Department typically encounters. A copy of the evaluation results, including the scenario table, is provided as an attachment to this staff report for reference.
The table below summarizes the aggregate cost comparison for each vendor, based on cleaning and decontaminating twelve recent incidents:
Vendor Aggregate Cost –
Regular Business Hours
Aggregate Cost –
Afterhours
Response
Time
Aftermath Services LLC $1,808.75 $2,075.00 2 hours
Angel Heart Bio-Trauma
(with 5% local preference) $12,980.09 $13,680.00 1 hour Forensiclean LLC $2,662.50 $3,550.00 1 hour
Hunter Consulting Inc. $11,160.00 $12,240.00 1 hour
Following the evaluation, Forensiclean LLC was determined to be the most qualified and cost-effective proposer capable of meeting the City’s needs. Forensiclean has demonstrated experience providing similar services to public agencies throughout California and possesses the required certifications and expertise to safely and efficiently perform bio-hazard remediation and crime scene clean up services in compliance with all regulatory standards.
In addition to competitive pricing, Forensiclean’s ability to provide a rapid response time was a key factor in the evaluation. Prompt response to crime scenes is critical to the department’s operations, as delays in cleanup can hold officers at a scene longer than necessary and impact service efficiency. Forensiclean’s one-hour response time meets the department’s operational requirements and was determined to be equally as critical as pricing in the final selection.
Based on the evaluation, staff recommend entering into a Professional Services Agreement with Forensiclean LLC for the provision of crime scene clean up services for a term beginning December 03, 2025 through June 30, 2028, with the option to extend for two additional years. The total cost of the agreement will not exceed $225,000, which includes $135,000 for the initial term and up to $90,000 for the optional extension if exercised by the City.
2021-2025 Strategic Targets and Goals
Goal #3: Improved Quality of Life – Constantly evaluate and enhance the quality of public safety services. Engaging with a qualified professional service provider for crime scene clean-up ensures timely and effective remediation of hazardous areas which results in a safer environment for the public.
Fiscal Impact
There is no additional impact to the City’s General Fund, as the costs will be funded from the department’s existing operational budget.
Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California,
1. Authorize the City Manager to execute a Professional Services Agreement with Forensiclean LLC to provide crime scene clean up services for a term beginning December 3, 2025 through June 30, 2028, with an option to extend for two additional years; and
2. Authorize total expenditures not to exceed $225,000, which includes $135,000 for the initial term and up to $90,000 for the optional two-year extension, if exercised by the City.
