It is recommended that the Mayor and City Council of the City of San Bernardino, California;

Executive Summary
Awarding the agreement for Villasenor Library - Parking Lot Surfacing will ensure the continued usability and safety of the facility’s exterior infrastructure. The agreement will allow the City to issue J B Bostick LLC, a Notice to Proceed, initiating the process for 2 4

demolition and resurfacing of the parking lot. The scope of work generally includes asphalt paving and re-striping of the east parking lot located north of 5th Street and west of N. Garner Avenue. Work also involves ADA improvements and general repairs necessary to restore safety and usability of the facility. The Project will be funded from budget allocated under Measure S.

Background
The Parking Lot located at the northwest corner of West 5th Street and North Garner Avenue in San Bernardino provides off-street parking for neighborhood-serving commercial businesses, including a local meat market and neighborhood pharmacy.

The lot is frequently used by customers and visitors and functions as a primary access point from West 5th Street.

The pavement within the lot has deteriorated, with surface cracking, ponding, and uneven areas that create trip hazards and accessibility challenges. Existing ramps, striping, and path-of-travel markings are no longer fully compliant with current ADA standards. In addition, portions of the concrete slab near the trash enclosure and the trench drain require repair, and accumulated debris in the curb drainage openings is preventing proper runoff flow.

To address these issues, the City has developed the Parking Lot Improvement Project, which will resurface and restripe the parking lot, provide ADA improvements, and perform general repairs. This Project will improve safety, accessibility, and appearance of the site, reduce standing water and liability concerns, and bring the parking area into compliance with current ADA requirements for public access along the West 5th Street corridor.

The parking lot and surrounding improvements are City-owned facilities. Although the lot provides access to adjacent private businesses, the entire east parking area undergoing rehabilitation lies on City property and remains under City jurisdiction for maintenance and improvements.

On June 04, 2025 the Mayor and City Council reviewed and approved funding for this Project, which was adopted as part of the FY 25/26 budget under Measure S, with an allocated budget of $250,000. This funding was allocated to address the needed improvements to the Villasenor Library Parking Lot.

Discussion
The proposed Project includes the resurfacing and accessibility upgrades of the parking lot located north of 5th Street and west of N. Garner Avenue in San Bernardino.

The existing pavement has deteriorated and requires rehabilitation to restore safety, accessibility, and functionality for public use. The scope of work includes asphalt paving and re-striping of the lot, installation of two new ADA-compliant ramps, and updated ADA striping, signage, and accessible path-of-travel markings. Additional improvements include repairing and painting the trench drain gutter, saw-cutting and replacing the concrete slab in front of the trash enclosure, and cleaning the gutter and 2 4

curb drain openings to restore proper drainage.

Staff recommends authorizing the City Manager or their designee to execute all necessary documents with J B Bostick LLC and to manage the Project, including the expenditure of contingency funds if needed. These actions are necessary to ensure the successful completion of Villasenor Library - Parking Lot Surfacing Project, which will enhance accessibility, safety, and overall usability of the site. The recommended actions will facilitate the timely and efficient progress of this Project.

Environmental Impact
The Project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15302, Replacement or Reconstruction (“Class 2”). The Class 2 exemptions allow for the replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Here, the Project involves minor improvements and reconstructing the parking facilities located on the same site.

The City has also considered whether the proposed Project is subject to any exception to the Class 2 exemption, as set forth in State CEQA Guidelines section 15300.2. No exception applies for the following reasons:
a) The location exception only applies to Class 3, 4, 5, 6, and 11 exemptions, none of which are being utilized here.
b) The proposed Project would not result in any significant cumulative impacts on the environment. The cumulative impacts exception does not apply because the Project has no
incrementally significant impacts on the environment.
c) A categorical exemption may be subject to an exception where there is a reasonable possibility that the activity will have a significant effect on the environment due to unusual
circumstances. The proposed Project does not involve any unusual circumstances and has no potential to result in a significant impact on the environment.
d) Under the “scenic highways” exception, a categorical exemption may be subject to an exception where the Project may result in damage to scenic resources within a highway officially
designated as a state scenic highway. The exception does not apply here as the Project would not damage any scenic
resources within a state scenic highway.
e) The Project is not located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code. f) The Project site does not contain a historical resource. 2 4
