The scope of work includes general structural and cosmetic repairs, improvements to drainage and wayfinding, and upgrades to ADA accessibility, lighting, and security monitoring. This project will be funded from budget allocated under Measure S.
Background
The City Hall Parking Structure is a five-level facility located in the downtown civic core of San Bernardino. The structure provides essential parking for the Mayor, City Council, City Manager and all City staff, as well as for visitors to City Hall, patrons of the adjacent Hotel and Convention Center, Surrounding Commercial Businesses, other Entities and the General Public. Over time, the facility has experienced significant wear, including cracking, water intrusion, joint deterioration, and outdated accessibility and lighting conditions that have diminished safety and usability for daily operations.
To address these long-deferred maintenance issues and improve the structure’s functionality, the City has initiated the City Hall Parking Structure (5 Level) Improvements Project. The project aims to rehabilitate the existing structure to extend its service life, restore its visual and functional quality, and ensure compliance with current ADA Standards. The improvements also support the City’s broader goals of downtown revitalization and public safety by modernizing infrastructure that serves as a vital hub for civic activity.
Discussion
Staff recommends approval of a Design Services Agreement (“Agreement”) with IDS Group, Inc. to provide professional architectural and engineering services for the City Hall Parking Structure (5 Level) Improvements Project. The Agreement includes preparation of bid-ready plans, specifications, and estimates (PS&E), along with design support during bidding and construction. The term of the Agreement is December 3, 2025, through December 3, 2026, and will allow the City to proceed with design activities necessary to support construction procurement.
The design scope will focus on addressing deferred maintenance and functional improvements, including structural concrete repair, expansion-joint replacement, repainting of interior and exterior surfaces, drainage upgrades with NPDES/MS4- compliant filtration, ADA-compliant ramps, striping, and signage, vandal-resistant lighting and electrical improvements, roof-level waterproofing, fire/life-safety enhancements, elevator and stairwell interior improvements, CCTV installation, EV charging station provisions, wayfinding improvements, and limited landscape work.
Funding for the project is provided under Measure S.
Staff advertised a Request for Proposals (RFP No. F-25-1039) on PlanetBids for professional design and engineering services for the City Hall Parking Structure (5 Level) Improvements Project. The solicitation sought qualified architectural and engineering firms to provide comprehensive design services for the rehabilitation, modernization, and accessibility upgrades of the City’s five-level parking structure located in the downtown civic center area.

This project is consistent with Goal No. 4 – Improve Quality of Life: Evaluate and enhance the quality of public facilities and infrastructure to promote safety, accessibility, and community well-being.
The City Hall Parking Structure (5 Level) Improvements Project directly supports this goal by restoring and modernizing a critical public facility that serves City staff, residents, and visitors. The rehabilitation will improve structural safety, upgrade ADA accessibility, enhance lighting and security, and ensure compliance with current standards. These improvements contribute to a safer, more functional, and visually enhanced civic environment, supporting the City’s long-term commitment to improving the quality of life and accessibility within the downtown core.
Fiscal Impact
The City Hall Parking Structure (5 Level) Improvements Project will be funded through Measure S, which was adopted as part of the City’s budget on June 4, 2025. A total of $150,000 has been allocated in the FY 25/26 Capital Improvement Program (CIP) budget to fund this agreement. There are sufficient funds within the department’s approved budget to cover the cost of the professional design and engineering services agreement with IDS Group, Inc., including any necessary contingency to support successful project delivery.
