From: Rolland Kornblau, Director of Information Technology Department: Information Technology
Subject: Renew Subscription and Approve a Professional Services Agreement with Granicus, LLC. for Agenda Management
Software, Not to Exceed $228,556.41 (All Wards)
Recommendation:

It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve a Professional Services Agreement with Granicus, LLC. for Agenda Management Software in an amount not to exceed $228,556.41, for a term beginning November 17, 2025, through November 16, 2028.

City Manager's Comments
The City Manager recommends approval.

Executive Summary
The Information Technology Department is requesting Council authorization to renew the subscription for Granicus, LLC.’s agenda management software, which is used for the preparation, distribution, legal posting and archival of City Council agendas and minutes. This cloud-based platform is needed because it was originally selected by the City Clerk’s office to move the City to a single platform that ensures compliance with transparency and accessibility standards for public meetings and allows for direct video streaming of meetings on YouTube. The three-year agreement, totaling up to $228,556.41, will be funded through the approved FY 2025-26 Information Technology operating budget and subsequent annual IT budgets. Switching to another vendor would cause significant disruption to the City Clerk's and IT departments, and would incur substantial costs for system migration, training, and data conversion.

Background
The City utilizes Granicus, LLC. software for its agenda management system. This platform is critical for the preparation, distribution, legal posting and archival of City Council agendas and minutes. It supports public transparency and offers enhanced features such as closed captioning, multilingual translation, and seamless integration with virtual meeting platforms.

The current subscription is approaching its renewal date. This action seeks Council approval to renew the subscription, execute a Professional Services Agreement, and commit to the financial obligations for the upcoming three-year term.

Discussion
Granicus provides a fully cloud-based solution that streamlines internal workflows, improves the citizen experience, and aligns with the City's strategic goals for digital engagement and open government. Key features include:
Cloud-based access for staff across departments
Multilingual translation of agenda content
High-quality video streaming and archival of meetings
Live closed captioning for accessibility
Integration with Zoom for virtual meetings
These capabilities enhance operational efficiency and ensure compliance with accessibility and transparency standards. The proposed renewal covers a three- year term. The annual subscription fees are outlined below:

Period of Performance Annual Fee
Initial Year – Nov 17, 2025 – Nov 16, 2026 $69,050.27
Year 2 – Nov 17, 2026 – Nov 16, 2027 $75,955.31
Year 3 - Nov 17, 2027 – Nov 16, 2028 $83,550.83
three-year term total $228,556.41
2021-2025 Strategic Targets and Goals
Authorization of this agreement aligns with Goal No. 2d: Focused Aligned Leadership & Unified Community - Develop and implement a community engagement plan. Using Granicus improves transparency and public engagement by making agendas, minutes, and meeting videos easily accessible to the community.

Fiscal Impact
Funding is available within the approved FY 2025-26 Informational Technology operating budget. The budget will be reallocated to cover the costs. This request is not anticipated to impact the general fund.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve a Professional Services Agreement with Granicus, LLC. for Agenda Management Software in an amount not to exceed $228,556.41, for a term beginning November 17, 2025, through November 16, 2028
