Subject: Technical Correction for the Citizens’ Option for Public Safety Program to Amend the Fiscal Year 2025/26
Operating Budget (All Wards)
Recommendation:

It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2025-397, authorizing the Director of Finance & Management Services to amend the Fiscal Year 2025/26 Operating Budget to increase grant funded expenditures by $204,240.27 to reflect funding available in the Citizens’ Option for Public Safety Program.

City Manager's Comments
The City Manager recommends approval.

Executive Summary
This item seeks City Council approval to amend the FY 2025/26 Operating Budget to include $204,240.27 in additional appropriations funded by the Citizens’ Option for Public Safety (COPS) Program. The funds represent the unspent balance from the prior year’s COPS allocation that was previously accepted by Council but not carried over in the current budget. This technical correction will align the City’s budget with previously approved funding and allow the Police Department to proceed with planned equipment purchases in support of front-line law enforcement operations.

Background
The COPS Program provides state funding to support front-line law enforcement services. These funds must supplement existing services and be used in accordance with a written request by the Chief of Police or Chief Administrator of the law enforcement agency serving the City.

During the budget adoption process for FY 2023/24, the City initially accepted $300,000 in COPS funding. It was later determined that the actual allocation for that fiscal year totaled $641,808.27. On June 5, 2024, the City Council approved Resolution No. 2024-134, accepting the additional $341,808.27 and authorizing the Police Department to encumber and expend the full amount. These funds were subsequently carried over to the FY 2024/25 budget.

During the transition to FY 2025/26, staff identified that an unspent balance of $202,240.27, previously committed for equipment purchases, had not been carried over to the current budget. This item serves as a technical correction to ensure the operating budget accurately reflects all COPS funding previously accepted and available for expenditure in accordance with Council direction.

Discussion
Approval of this item will amend the FY 2025/26 Operating Budget to increase the current grant funded expenditure budget by $202,240.57. This correction represents the unspent balance carried over from the prior year’s COPS allocation.

This technical correction ensures that the City’s budget aligns with the funding approved and accepted through prior Council action. Adoption of the resolution will enable the Police Department to proceed with planned equipment purchases and continue implementing program objectives supported by the COPS program. 2021-2025 Strategic Targets and Goals
This action supports Strategic Goal No. 3b – Improved Quality of Life, by ensuring the City continues to evaluate public safety service delivery models to enhance the quality of service.

Fiscal Impact
There is no impact to the City’s General Fund. The budget amendment increases the adopted FY 2025/26 grant funded expenditure budget by $204,240.27, fully funded by the Citizens’ Option for Public Safety Program.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution NO. 2025-397, authorizing the Director of Finance & Management Services to amend the Fiscal Year 2025/26 Operating Budget to increase grant funded expenditures by $204,240.27 to reflect funding available in the Citizens’ Option for Public Safety Program.
